Upgrades the Policy filter to PPE 0.6.0 (crates.io) and adopts its new host contract: granular features, opt-in Policy FIPS, rate limiting, and complete HTTP/LLM input. Builds on the FIPS/feature work in #1488 (ported with co-author credit); closes#1478.
Changes to Praxis
Features: Policy splits into granular Cargo features (policy-engine, policy-builtins, policy-api-key, policy-jwt, policy-crypto-default/-fips, ...). The default policy-builtins bundle now includes the experimental rate limiter; limits apply only when a policy declares rate_limits:.
FIPS: the default FIPS build stays policy-free. FIPS_POLICY_PROFILE=engine|api-key|jwt|both opts in, and JWT FIPS no longer requires API-key. FIPS plus the limiter is refused under required-FIPS (Limitador forces uuidfast-rng, which pulls in rand 0.10).
Startup and reload: crypto failures and DPoP issuers without external_base_url refuse construction; a failed reload keeps the previous policy.
Request input: every hook gets the same request snapshot (raw query, scheme from downstream TLS, bare host). New trusted_proxies resolves the client address from X-Forwarded-For. Query credentials work, and delegation refuses to forward while one is left in the URL.
Context: one context table flows through every hook per Policy instance, so a DPoP proof survives gate-plus-route identity resolution and still rejects replay.
Rate limiting: pre- and post-identity limiter stages run once per request; denials map to 429/400/401/503 with an allowlisted body and Retry-After.
Bodyless LLM requests (GET /v1/models, ...) now run HTTP authorization, delegation and request assertions. Global rules that need llm.request now deny these requests; move them into llm: routes.
LLM facts: Chat Completions and Anthropic Messages requests attach normalized parts (instructions, offered tools, token cap, ...). Unknown fields leave the parts absent, so the missing-parts guard denies the request.
New examples: policy-query-credential, policy-jwt-fips, policy-rate-limit, policy-llm-input.
PPE 0.6.0 highlights
FIPS 140-3 crypto backend: opt-in fips via system OpenSSL, JWT/DPoP verification under FIPS, and fallible hashing everywhere.
Rate-limit hooks with a Limitador plugin, configured with rate_limits: at global, group or route level.
DPoP sender-constrained tokens, with proof reuse inside one request.
Typed credential locations: header, cookie and query parameter.
Normalized LLM request facts (llm.input.*) and typed conversation history.
Protected acquired metadata, a CIBA store backend, and audit sink destinations.
Validation
make lint and make doc pass. Unit, schema and integration suites pass except 4 tests that also fail on main here (filtered_subrequest ×2, binary_receipt, policy_http_large_opaque_get, all macOS-local).
test-fips-provider on Red Hat's FIPS module (UBI 9): jwt 8197 passed / 0 failed, api-key 8189 / 0. The jwt and api-key images serve real traffic, including DPoP replay rejection.
Not run: test-fips-host and fips-scan, which need podman and a kernel in FIPS mode.
Notes
Downstream: praxis-demos CIBA configs need store: { kind: memory } before moving to 0.6.0.
Summary by CodeRabbit
New Features

Bug Fixes
Policy construction now rejects invalid security settings earlier, and rate-limit responses provide consistent statuses and details.
LLM input checks now account for supported request fields and reject unrecognized or unverifiable content.
Documentation
Updated build, feature-selection, and FIPS guidance for the expanded Policy options.
Point the Policy dependency at the local 0.6.0 development checkout
through a root crates.io patch covering every consumer crate, so
registry and local Policy types cannot mix. The workspace dependency
drops PPE's defaults; the filter's policy-engine feature selects the
builtins and the RustCrypto backend until the feature table is split.
Adapt to the 0.6.0 API: inbound credentials now carry a typed
Credential location, so delegated-token stripping maps header and
cookie sources to the header to remove and skips query parameters.
The response CMF dispatch boxes its large invocation future instead of
expecting a large stack frame.
Drop the workspace jsonwebtoken dependency and its aws_lc_rs feature.
The filter's unit tests mint HS256 tokens through OpenSSL, as the
example tests already do, so no test edge selects a jsonwebtoken
backend that would unify into Policy's own copy.
Add tests that a crypto backend failure in a policy hook denies the
request, and that the legacy `header:` credential form still loads
with its deprecation warning.

Replace the single policy-engine feature with a table that mirrors
PPE's own selectors. policy-engine now selects only the engine;
policy-builtins, the default, adds every builtin, the RustCrypto
backend and the experimental rate limiter. Narrow builds name
individual builtins (api-key, jwt, jwt-openssl-fips, oauth, vault
delegation, CIBA, Cedar, CEL, OPA, Valkey, Vault secrets, the
limiter) plus exactly one shared backend, policy-crypto-default or
policy-crypto-fips; PPE refuses to compile otherwise. The protocol,
server and test crates forward every selector, and the server's
limiter selector sets the experimental marker.
The filter installs PPE's builtins whenever any by-kind builtin is
compiled and the bare APL visitor otherwise, so a policy naming a
kind the build lacks fails to load by name. Loading a policy with
rate_limits: warns that the limiter is experimental, at startup and
on every reload, and the experimental startup warning names each
experimental feature compiled in.
praxis --version reports the compiled Policy features. The test
harness builds subprocess proxies with exactly its own Policy
selection, never the default bundle, and refuses a PRAXIS_BIN whose
selection differs. The Makefile checks each granular selector with
the ordinary backend and keeps the FIPS-only selectors out of the
all-features lists.

The local Policy checkout now carries the 0.6.0 release, so the root
requirement must name 0.6.0 for the patch table's path crates to
apply; with 0.5.0, cargo fell back to the registry release, which
lacks the crypto backend features.

Policy crypto backend failures now stop the policy filter from building,
at startup and on reload, instead of surfacing as request-time denials.
A PluginError::Crypto from load_config_yaml or initialize becomes a
construction error naming policy.crypto_failed and the remedy; PPE still
raises the policy_crypto_failure alarm. A missing SHA-256 provider,
non-FIPS OpenSSL defaults under FIPS JWT and a rival jsonwebtoken
provider are all refused this way. Reload keeps the previous pipeline.
Construction also refuses a JWT trusted issuer that enables DPoP without
dpop.external_base_url, including route authentication overrides, so the
proof's htu never depends on the client-sent Host header. The check runs
before the engine builds any plugin.
PRAXIS_REQUIRE_FIPS now judges a registered policy filter through
praxis_filter::fips_crypto_blocker: Policy's compiled capability report
must be the FIPS profile, no host plugin factory may be registered, and
the experimental limiter with the FIPS backend is refused as unvalidated.
A build without the engine that still registers a policy filter is
refused. NON_FIPS_FILTERS is gone; the default FIPS build stays
policy-free.
make test-fips-policy-startup runs the provider-dependent cases in
isolated child processes and prints a counted skip without a FIPS
provider config; test-fips-host runs it with one.

FIPS_POLICY_PROFILE (none, engine, api-key, jwt, both) selects Policy on
its OpenSSL FIPS backend for every FIPS Make target: build, lint-fips,
test-fips, the integration suites, fips-deps, fips-report, container-fips
(tagged <version>-fips-policy-<profile>) and fips-runtime-probe. The
default stays policy-free, and fips-deps still checks the Containerfile.fips
default against it. make test-fips-provider runs a profile's suites inside
the UBI 9 toolchain image on Red Hat's FIPS module, on any host; a nightly
workflow runs the four profiles without touching existing jobs.
fips-deps now checks normal and build edges of the profile's graph, and
separately the unit-test graph: test edges may not unify features into
jsonwebtoken, Policy, rustls or openssl, never add aws-lc-rs, and add other
denied crates only with a recorded reason.
The runtime probe drives API-key, JWT and DPoP traffic through a Policy
image. A new example, security/policy-jwt-fips.yaml, is tested end to end
with RS256 and ES256 tokens and DPoP proofs signed at test time from
test-only keys: allow, expired, wrong issuer and audience, a mixed JWKS,
HMAC and shared secrets refused at load, and DPoP replay and wrong
method, URL, ath or key. The API-key example runs under FIPS too. Without a
FIPS provider those tests check the construction refusal instead.

The policy filter captures the downstream request once, at whichever of
its callbacks runs first (a body-first pre-read included), and keeps it
in its per-instance filter state. One builder turns that capture into the
HttpExtension for identity, HTTP, CMF, inference and response hooks: the
method, the path, the raw query (no query and a bare `?` stay distinct),
the validated authority with its port, the TCP peer as the client
address, the headers, and the secret provenance of applied assertions.
The scheme comes from the downstream TLS state, never X-Forwarded-Proto.
Later hooks therefore see the request the client sent even after an
earlier phase stripped credentials or a rewrite filter changed the URL.
Reserved-prefix headers set by trusted filters after the capture still
reach policy. This replaces the per-call attach_http_attributes.
Delegation now fails closed. A delegated token is no longer forwarded
while an inbound credential sits where the filter cannot strip it (a
query parameter, or a location this build does not know); that request
receives HTTP 500 with policy.unstrippable_credential, and neither the
body nor the log carries a token. A policy that reads a query credential
and also delegates is refused at construction.
Query-parameter credentials now work end to end. The new example
security/policy-query-credential.yaml authenticates with ?api_key= and
is tested through the proxy: a known key, an unknown, missing or
repeated key, and a percent-encoded repeat. Unit tests cover the raw
query at later CMF and response hooks, the TLS-derived scheme, a DPoP
proof for a spoofed Host denied against external_base_url, and token
values absent from denial bodies and captured logs. The filter docs
cover filter ordering ahead of rewrite filters and query credentials in
infrastructure access logs.

http.host carried the authority's port, so a policy comparing http.host
to a hostname stopped matching once a client named a port. Restore the
bare host, ASCII-lowercased, taken from the URI authority or the
validated Host header.

Normalize Chat Completions and Anthropic Messages bodies into
LlmRequestParts (ordered instructions, offered tools, tool choice,
effective completion cap, sampling and stop fields) so llm.input.*
facts reach policy. Unknown or malformed shapes leave the parts absent
rather than reporting an incomplete request as complete. Adds an
example that denies an offered tool and an excessive cap.

Add a trusted_proxies setting to the policy filter. When the TCP peer is
trusted, http.client_address is the rightmost untrusted X-Forwarded-For
hop, so per-client limits and rules work behind a load balancer. The
peer stays the default; ctx.client_addr and ip_acl are unchanged.
Signed-off-by: Frederico Araujo <frederico.araujo@ibm.com>
The left part of X-Forwarded-For is client-controlled, and parsing every
hop up front let a client behind a trusted proxy append junk to fall
back to the proxy's address, sharing its rate-limit bucket. Walk the
hops right to left and stop at the first untrusted one, so hops past it
are never parsed; a malformed hop reached before it yields no client
address instead of the trusted peer.

Request parts claimed completeness while any top-level field outside a
three-entry blocklist passed through, so a tool offered via mcp_servers,
web_search_options, or a case variant like Tools went unseen by policy
while a lenient backend could honour it.
Replace the blocklist with per-shape allowlists of top-level keys the
normalizer models or knows are inert, and apply the same exact-key check
to messages and tool entries. Anything else leaves the parts absent.

Each policy filter instance now keeps typed per-request state under its
filter ID: the captured request facts, admission and rate-limit stage
progress, the full identity it admitted, and the Policy context table.
Every hook invocation (identity, HTTP, CMF, inference and response) takes
the table and puts the returned one back, so state a plugin writes in one
hook reaches the next. A DPoP proof verified at the identity gate is
therefore reused when the route resolves identity again, while a new
request presenting it is still a replay.
The admitted identity no longer lives in a shared request extension, so
two policy filters in one chain cannot read each other's. A response
dispatch that times out loses the table it moved into the hook; later
hooks then fail the response instead of running on a fresh table.
Returned background tasks stay detached: the engine already spawned them.
The policy rustdoc now describes how forwarded hops left of the client
are handled.

A settled operand of & or | now decides the rule past an unorderable one,
and an unsettled unorderable predicate still fails closed.

Limitador turns on uuid's fast-rng, moving Policy's uuid ids from the OS
RNG to rand 0.10's chacha20 RNG. The edge is Limitador's, so the
combination stays refused under PRAXIS_REQUIRE_FIPS; the profile table
now says so.

Call ratelimit.pre_identity before the first identity resolution and
ratelimit.post_identity after the last, once per request and filter
instance, on every admission path. Map limiter denials to their declared
status with fixed text, allowlisted counters and Retry-After, never the
plugin's reason; JSON-RPC calls keep their id under the real status.

A bodyless request on a policy with llm: routes, such as GET /v1/models,
was admitted on identity alone. It now runs http.request authorization
(http: route or global fallback), delegation and request assertions on
the gate's identity before admission. Policies with no HTTP rules or
request assertions keep identity admission. The HTTP authorization
path is shared with the pure-L7 header phase.
The inference example moves its streaming rule to global.defaults.llm
and adds an http: route for discovery. A startup warning names the
fallbacks that still admit on identity alone.

Policy builds now support granular builtin and crypto selections, including opt-in FIPS profiles. Policy request handling adds trusted-proxy client-address facts, bodyless LLM authorization, query-credential checks, delegated-token safeguards, rate-limit stages, and normalized LLM input. The change also adds FIPS dependency checks, startup tests, runtime probes, examples, and integration coverage.
The default feature selection changes to policy-builtins. New options select Policy plugins, crypto backends, and rate limiting. Build and test harnesses forward selected features and report compiled Policy features.
Request facts, validation, and admission crates/filter/src/client_address.rs, crates/filter/src/builtins/http/security/policy/*
The filter captures request facts, including trusted-proxy-derived client addresses, and carries request state and hook context across phases. Construction validates DPoP configuration and query-credential/delegation combinations. Bodyless requests use the updated admission path, and delegation fails when inbound credentials cannot be stripped.
Rate-limit stages and responses crates/filter/src/builtins/http/security/policy/filter.rs, crates/filter/src/builtins/http/security/policy/error.rs, crates/filter/src/builtins/http/security/policy/rate_limit_tests.rs, tests/integration/fixtures/rate-limit-policy.yaml, tests/integration/tests/suite/examples/policy_rate_limit.rs
The filter runs pre-identity and post-identity rate-limit hooks. Denials use normalized status codes, fixed messages, allowlisted response details, and Retry-After when provided. Tests cover stage order, once-per-request behavior, and denial responses.
LLM input and bodyless authorization crates/filter/src/builtins/http/security/policy/llm.rs, crates/filter/src/builtins/http/security/policy/bodyless_tests.rs, tests/integration/fixtures/llm-input-policy.yaml, tests/integration/tests/suite/examples/policy_llm_input.rs, tests/integration/tests/suite/examples/policy_llm.rs
Supported Chat Completions and Anthropic Messages inputs are normalized into policy request parts. Unsupported shapes remain unnormalized. Tests cover tool and token-limit assertions and bodyless-request authorization.
FIPS assessment and profile validation Makefile, .github/workflows/fips-policy.yaml, xtask/src/fips/*, crates/server/src/startup_checks.rs, docs/operating/fips.md
FIPS builds can select Policy profiles. Startup checks assess compiled Policy crypto capabilities. FIPS dependency checks cover build and test graphs. The workflow, startup tests, and runtime probe exercise the supported profiles.
Examples and fixtures cover FIPS JWT, DPoP, query credentials, rate limiting, and LLM input policies. Documentation describes feature selections, request behavior, rate limits, and FIPS profile constraints. The audit ignore lists add RUSTSEC-2024-0436 with a removal condition.

A request view built without stored facts captured them with no trusted
proxies, so http.client_address fell back to the TCP peer.

Normalized request parts now accept only exact known message roles and
text blocks without unrecognized keys. A backend can fold a custom or
case-variant role into an instruction, or read extra block fields, so
an instruction digest could otherwise vouch for text it never covered.
Signed-off-by: Frederico Araujo <frederico.araujo@ibm.com>
The input policy fixture now denies a forced tool other than the lookup
tool and pins the instruction digest, and the example test drives both
through the proxy, including reordered and unvouched instructions.

The inference path attached llm.* and custom.llm.* after the
post-identity limit ran, so a limiter bound to the model saw nothing
and denied.

A policy with request assertions but no http.request handler and no

Use the same user namespace when preparing FIPS test volumes.
The setup container currently performs chown without --userns=keep-id, but the test container uses --userns=keep-id. On fresh rootless Podman volumes, this can leave /cargo and /target owned by a different mapped UID, so Cargo can fail to write to them.

Remove test narration, standardize separators, and place test utilities after their tests. Regenerate the policy filter reference from its rustdoc.

CidrRange::contains treats 0.0.0.0/0 as matching IPv6 too. On a dual-stack listener with IPv4 proxies and direct IPv6 clients, a client can set X-Forwarded-For and choose its http.client_address, bypassing address rules or quotas. I think we need to match proxy CIDRs to the peer's address family here before merging. I'll fix this in a follow-up.
Main now passes the request query to policy as `http.query` (praxis-proxy#1516).
Document it, show it in a runnable example, and cover it with tests:
- Document the HTTP request-line attributes a rule can read in the
PolicyFilter doc comment in filter.rs, which generates
docs/filters/http/security/policy.md. Doc comment only, no code
change.
- Add the security/policy-query.yaml example and its integration
test: a CEL rule over `http.query` admits the matching query and
denies a different or absent one.
- Add a unit test that a global rule sees `http.query`.
- Add the [Unreleased] changelog entry.
