fix(fips): assert startup behavior in both host modes - #1521
This fixes a recently introduced change that broke the FIPS runs
Summary by CodeRabbit
Documentation
Updated the FIPS development guide with four startup scenarios, expected results for configurable-provider and kernel-enforced FIPS environments, and required test settings.
Clarified how to run configurable-provider checks in non-FIPS environments using Docker or Podman.
Tests
FIPS startup checks now require an explicit test mode and provider configuration, and verify that all four scenarios complete successfully.
Missing configuration, mismatched kernel mode, ignored tests, or incomplete scenario results cause checks to fail.
Added startup checks to the image compliance workflow and separated them from the broader FIPS test runs.
Run all four policy startup scenarios under an explicit mode that must match
the kernel flag. Configurable-provider tests prove crypto rejection; FIPS-host
tests prove the same configurations retain enforced FIPS crypto and allow valid
construction.
Require provider configuration and child assertion completion, and fail the
startup gate on ignored or missing scenarios. Run configurable-provider checks
in the hosted FIPS workflow and retain all scenarios on the FIPS host. Match
the provider cache ownership namespace to the test container.
Validated all four cases with the CI UBI/OpenSSL packages in provider mode and
a container simulation of the RHEL kernel-FIPS path. Wrong modes, missing
prerequisites, unexpected enforcement, and incomplete test execution fail.
Targeted Clippy, rustfmt, and actionlint pass; real FIPS-host CI remains required.

Walkthrough
Policy FIPS startup tests now cover configurable-provider and kernel-FIPS modes through four isolated scenarios. Make targets require explicit modes and provider configuration, verify that all scenarios pass, and run the checks in CI. The developer guide describes the modes and expected outcomes.
The four startup scenarios run in isolated processes. They require an explicit mode that matches the kernel FIPS flag, check mode-specific crypto and JWT behavior, and fail when configuration or a scenario completion marker is missing.

Make targets set the startup-test mode and provider configuration, and require exactly four passing scenarios with none ignored. The workflow runs configurable-provider startup checks. The guide describes both test modes and their expected outcomes.
