fix(security): match trusted proxies within their address family - #1519
Trusted-proxy checks now match a CIDR only within its address family. CidrRange::contains widens /0 to both families on purpose (for deny lists), so trusted_proxies: ["0.0.0.0/0"] also trusted every IPv6 peer: on a dual-stack listener a direct IPv6 client could send X-Forwarded-For and choose its http.client_address, bypassing address rules and rate limits.
Adds CidrRange::contains_same_family and uses it in the policy client-address resolver and in forwarded_headers, which had the same flaw. IPv4-mapped IPv6 still counts as IPv4; contains is unchanged for ACLs. Regression tests in both filters fail with the old check.
Trusted proxy CIDR rules now match client addresses only within the same address family, preventing IPv4 rules from trusting IPv6 clients and vice versa.
Documentation
Updated release and FIPS image examples to use version 0.8.0.
Clarified FIPS startup-test behavior on FIPS-enabled kernels.
Chores
Updated the workspace and related packages to version 0.8.0.
This change adds same-family CIDR matching for proxy trust checks, updates FIPS policy startup tests and their hosted execution, and moves release metadata and examples to version 0.8.0.
CidrRange adds effective-family matching. Forwarded-header and client-address trust checks use it, with tests covering wildcard CIDRs and cross-family peers.
FIPS Policy Startup Testing
Layer / File(s)
Summary
Kernel-aware startup test behavior crates/filter/src/builtins/http/security/policy/fips_startup_tests.rs, Makefile, docs/developing/fips.md
The missing-provider and missing-FIPS-defaults scenarios skip when the kernel reports FIPS mode. The comments and documentation describe when those scenarios run.
Non-FIPS test execution .github/workflows/fips.yaml, Makefile, docs/developing/fips.md
The Makefile supports configurable provider test targets and updates cache-volume ownership for Podman. The hosted workflow checks for a non-FIPS kernel before running the policy startup target.

Epic: FIPS Compliance #727: The PR updates FIPS startup test behavior and hosted coverage for FIPS-related configurations.
Possibly related PRs
praxis-proxy/praxis#1516: This PR changes the cross-family matching in the trusted-proxy resolver added by that PR, and updates its FIPS startup tests.
praxis-proxy/praxis#1488: Both PRs adjust policy startup tests for missing-provider behavior across FIPS and non-FIPS kernels.

Merge Risk: Low · up to d7ee1
The proxy trust changes have no established blocking defect. Merge risk is bounded to developer testing: an empty target override can build without testing, and repeated provider-test runs unnecessarily traverse cached files. Address these locally or accept them as follow-up work.

CidrRange::contains widens a /0 range to both families so a deny list
cannot fail open. Trust lists need the opposite: trusted_proxies set to
0.0.0.0/0 also trusted every IPv6 peer, so on a dual-stack listener a
direct IPv6 client could send X-Forwarded-For and pick its own client
address, bypassing address rules and rate limits.
Add CidrRange::contains_same_family and use it for the trusted-proxy
checks in the client address resolver and the forwarded_headers filter.
IPv4-mapped IPv6 still counts as IPv4; contains is unchanged for ACLs.

Test mixed-family hops under a wildcard.
With an IPv4 wildcard, the resolver must stop at the first native IPv6 hop. The current test would not detect a regression that widens trust only for forwarded hops.

Forced FIPS mode bypasses the kernel-only skip.
If OPENSSL_FORCE_FIPS_MODE=1 is set for a direct RHEL startup-test run and the kernel flag is unreadable, the negative tests still run. OpenSSL can force the provider and FIPS defaults, so both tests can fail despite the configurations they supply.

Avoid recursively changing cache ownership on every run.
When the volumes contain many files, every run traverses both caches before tests begin, even if ownership already matches. This can slow repeated developer runs. Avoid the unconditional traversal while retaining a repair path for caches with mismatched ownership.
