This is part of four PRs to add forward proxy support.
What
Runs the forward-proxy CONNECT data path on listeners with an enabled forward_proxy block (the config surface from #1477):
CONNECT host:port is handled in request_filter: the filter pipeline
runs first (ip_acl, policy, conditions see the tunnel request with
an authority-form URI), then the destination allowlist and the runtime
private-IP guard decide the dial, and the tunnel relays raw bytes
bidirectionally under the configured idle timeout and optional max
duration.
Rejections from the pipeline and the destination gate answer the CONNECT
locally (403/502 and filter-defined responses).
Structured tunnel_established / tunnel_close events carry destination,
client, byte counts, duration, and close reason.
HTTP/2 CONNECT is answered with 501; non-CONNECT requests keep the
reverse-proxy pipeline.
Behind the experimental forward-proxy cargo feature (protocol and server;
off by default). Without it the connect module is not compiled and the forward_proxy config key is rejected, so CONNECT stays answered with 405.
Why
Praxis positions itself as an egress gateway for outbound traffic but
rejects CONNECT today (#781). Agent runtimes and laptop tools route
through HTTP_PROXY / HTTPS_PROXY; supporting CONNECT makes Praxis the
single enforcement point for policy and observability on that traffic.
h2 moves from 0.4.20 to 0.4.19. The fork has capped h2 at >=0.4.16, <0.4.20 since 0.11.1 (praxis-proxy/pingora@4a91f3f), so cargo
cannot resolve the fork bump otherwise. h2 0.4.20 began rejecting
conflicting duplicate Content-Length itself; that defense is unchanged,
because the fork and Praxis inbound admission both reject conflicting
values. The cap does forgo h2 0.4.20's other fixes (refused-stream reset
accounting, GOAWAY stream-id validation, rejecting responses without :status); no RustSec advisory affects 0.4.19. A Cargo.toml comment
records this, and h2 should return to the latest release once the fork
lifts its cap.
Absolute-form plain-request forwarding (GET http://host/path) is a
follow-up PR stacked on this branch.
Tunneled payloads are opaque to body-inspecting filters by design.
The destination host is dialed as an absolute name (a trailing dot), so
the system resolver cannot append its search domains and reach a host
the destination rules never approved (api.internal becoming api.internal.corp.example). IP literals are dialed as given.
Added experimental HTTP CONNECT forwarding for configured HTTP listeners. Requests pass through admission checks and filters before destination rules and private-upstream controls determine whether a connection is allowed.
Approved tunnels relay raw data with configurable idle and maximum-duration limits. Invalid or disallowed destinations are rejected, HTTP/2 CONNECT requests receive a 501 response, and tunneled payloads remain opaque to body-inspecting filters.

Updated feature documentation to describe CONNECT filtering, destination checks, timeout behavior, and the limits of body-inspecting filters on tunneled traffic.

Walkthrough
The change adds a feature-gated HTTP CONNECT runtime for configured listeners. CONNECT requests pass through filters and destination checks before upstream dialing. Successful connections relay raw bytes under configured timeouts and record tunnel statistics.
The forward-proxy feature now enables the protocol runtime. HTTP listener setup passes private-upstream configuration and enables CONNECT only for configured listeners. The handler routes CONNECT requests to the feature-gated implementation.
Process CONNECT requests and admit destinations crates/protocol/src/http/pingora/handler/connect.rs, crates/protocol/src/http/pingora/handler/request_filter/..., CHANGELOG.md, docs/operating/build-features.md
The handler parses targets, runs the filter pipeline, enforces destination rules and private-upstream checks, and returns error responses for invalid requests or failed connections.
Relay and account for tunnel traffic crates/protocol/src/http/pingora/handler/connect.rs, crates/protocol/src/http/pingora/handler/connect/tunnel.rs
The runtime sends a 200 response after dialing, then relays raw traffic with idle and optional maximum-duration limits. It records byte totals and close reasons. Tests cover relay, half-close, EOF, and timeout behavior.
praxis-proxy/praxis#637: The CONNECT path applies destination allowlist and private-IP checks, which relate to the issue’s requested protection for metadata endpoints and localhost.

When a CONNECT filter returns a 2xx terminal response, serve_connect sends it through the generic terminal writer instead of opening a destination. Mark the CONNECT response as complete before starting the tunnel.
After open_tunnel writes 200, response_phase_done remains false. The logging hook therefore runs response filters after the tunnel closes with no response header. It then emits fallback access logging because response_delivery_complete and connection_upgraded remain false. Mark the tunnel response as complete and record its 200 status before pumping bytes.

Keep relay directions and deadlines active during writes.
If a destination stops consuming an upload, write_all can block after the read arm wins. The pump then stops reading the destination and stops enforcing both tunnel deadlines. This can also deadlock bidirectional protocols. Poll both directions and the deadlines while writes are pending.

Gate CONNECT on the protocol feature.

Add a feature-enabled CONNECT integration test.
The new tests cover parsing and the in-memory pump, but no test starts a listener with forward_proxy enabled and exchanges tunnel bytes. Add an end-to-end test that verifies dispatch, Pingora CONNECT negotiation, and bidirectional data flow.
As per coding guidelines, “New capabilities require” unit tests, integration tests, an example config, and a functional integration test.

@esnible Thanks. #1484 adds a feature-enabled integration test that checks CONNECT negotiation and bidirectional byte flow. It is a draft follow-up and is not yet merged. I did not run the test.
Please ensure the test passes with forward-proxy enabled before merging #1484. Would you like a separate issue to track the follow-up?
Reject reserved client headers before the CONNECT pipeline.
The CONNECT branch bypasses request_filter::execute, which normally performs inbound admission. A client-supplied reserved header, such as x-ext-agent-*, can therefore reach policy filters as trusted context instead of receiving the required 400 rejection.
Use the parent inbound_admission module and the convert::send_rejection_for helper:

Apply the normal inbound admission check to the CONNECT branch before calling
connect::handle, so reserved client headers are rejected rather than passed to
policy filters. If admission returns a rejection, preserve the early-exit
snapshot behavior and send the rejection through the established helper;
otherwise continue the existing CONNECT flow.

Keep client bytes flowing during a blocked client write.
While downstream.write_chunk is pending, the relay stops reading client bytes and writing pending bytes to the destination. If a client waits to read until it finishes a large send, a large destination response can stall both directions and cause the tunnel to close at a timeout.
Check whether Pingora permits concurrent reads and writes. Add a test where the client sends more than the available buffer while the destination streams a large response.

Fork 0.11.3 carries the CONNECT tunnel support the forward-proxy runtime
needs: 2xx responses to CONNECT switch the session to tunnel mode
(praxis-proxy/pingora#7), and a refused CONNECT closes the connection so
early tunnel bytes are never parsed as a pipelined request
(praxis-proxy/pingora#8).
The fork has capped h2 at >=0.4.16, <0.4.20 since 0.11.1, so the
workspace h2 requirement moves from 0.4.20 to 0.4.19; cargo cannot
resolve the two otherwise. h2 0.4.20 began rejecting conflicting
duplicate Content-Length itself, and the fork's tests expect Pingora's
own check to do it. That defense is unchanged: the fork and Praxis
inbound admission both reject conflicting values. The other 0.4.20 fixes
are forgone until the fork lifts the cap, as the Cargo.toml comment
records. No RustSec advisory affects h2 0.4.19.

Listeners with an enabled forward_proxy block now forward-proxy:
CONNECT requests pass the same inbound admission as every other request,
run the filter pipeline, then the destination allowlist and the
private-IP guard decide the dial, and the tunnel relays raw bytes under
the configured idle timeout and optional max duration, with structured
tunnel_established / tunnel_close events. HTTP/2 CONNECT is answered
with 501; every non-CONNECT request keeps the reverse-proxy pipeline.
Admission runs before the pipeline so a client cannot hand trusted
context to policy filters: reserved x-praxis-* headers are refused with
400, as on any other request. A target without a port is refused with
400, since authority-form requires one (RFC 9112 Section 3.2.3). A
filter that answers the CONNECT with a 2xx gets a 502 instead, without
its body: to CONNECT a 2xx means the tunnel is open, and none was.
The pump splits the destination stream so a pending destination write is
its own select! arm: a destination that stops reading stalls only the
client-to-destination direction, while destination bytes keep reaching
the client and both deadlines keep firing. Client writes share the
session with client reads, so each runs under the idle timeout and the
whole relay under the hard deadline; a peer that stops reading cannot
hold a tunnel open past either limit. Byte counts include only what the
receiving side accepted.
The tunnel 200 goes through the response filters like any response,
before the pump starts, and the tunnel ends with a bodyless
end-of-stream body pass, so access_log emits its own record at close
with the final byte counts. The logging hook then neither re-runs the
response filters without a response nor falls back to a fixed-shape
record.
The destination host is resolved as an absolute name (with a trailing
dot), so the system resolver cannot append its search domains and dial
a host the destination rules never approved, such as api.internal
becoming api.internal.corp.example. IP literals are dialed as given.
The runtime is behind the forward-proxy cargo feature (protocol and
server), which also turns on the config key in core; without it the
connect module is not compiled and CONNECT stays answered with 405,
even when the config key is on through the core feature alone.
The feature selects the Pingora backend, so the hyper suite lanes leave
it out, as they do tls-health-check.
Relies on the pingora fork 0.11.3 2xx-to-CONNECT tunnel mode
(praxis-proxy/pingora#7).
