css: print @layer statements before @import and keep the layers of duplicate imports - #47797
@layer first; @import "i.css" layer(second); printed @layer second{...}@layer first;. A layer gets its priority where its name first appears, so the two layers swapped. The bundler printed the imported files ahead of the whole body of the importer, and the statement is in that body.
The bundler replaces an earlier copy of a file or an external import with a list of its layers, when a later copy covers it. is_conditional_import_redundant said "covered" when a condition list was a prefix of the other, and it ignored a layer() that only the earlier copy has. So a later bare copy removed rules in another layer, and an unrelated file with no conditions removed the list that declared the layer.
An @import that closes a cycle declared no layer. css-cascade-5 says that the layer "is added to the layer order even if the import fails to load the stylesheet".
A list for a duplicate external @import could print ahead of the hoisted imports as a block, or between two imports. Each makes later @import rules invalid, and a second bundle fails.
CssImportOrder::hash leaves out the import conditions. Two entry points with different orders could share one stylesheet.
The fix
The parser moves the layer names seen before the first @import into StyleSheet.layers_pre_import. Each visit of a file pushes those names as an entry ahead of its imports, and the file no longer prints those statements.
Each visit of a bare layer import gets an id in Layer.anonymous_id. @import "x.css" layer puts x.css and all its imports into one anonymous layer, and two visits make two layers, also when they are the same rule. Layer::eql compares the id, so equality and redundancy checks treat two bare imports as different layers.
Entries with the same anonymous layer print in one @layer { } block. Each entry prints only the block edges that are its own: it opens what the next entry uses, or closes what the previous entry opened. The entries stay separate compile results, because each file resolves url() from its own import records. The block can sit under other conditions, and these print once too.
A masked copy under a bare layer keeps its layer names, because they order the layers of the shared block.
is_conditional_import_redundant returns false when the earlier copy has a layer condition beyond the later one. No per-chunk mode: this holds for every bundle.
The cycle check pushes an empty layer list under the conditions of the import.
A list prints ahead of the hoisted imports only as a plain @layer statement. A duplicate external import with a layer stays an @import unless a leading statement or an earlier equal copy declares the layer.
A file's layer names can be inside @media, so a file entry no longer removes a list of names. Only a list of the same file is dropped when that file follows it directly.
compute_chunks compares the import orders on a hash hit and takes the next free key if they differ.
Downsides
A file imported both under layer(x) and bare now prints twice. Its rules are in two layers, so both copies are needed. An external import in that shape stays two @import rules.
Bundles that have a @layer statement ahead of an @import change bytes. That is the fix.
A file imported twice with a bare layer now prints twice, because the copies are in two layers. css/CSSAtImportConditionsAtLayerBundle case5 has one more copy in its snapshot, and differs from esbuild's snapshot there.
With minifyWhitespace off, a /* file */ comment inside a shared block prints at column 0.
Known wrong cases
An external @import under a bare layer prints as @import "x.css" layer, because external imports are hoisted. That layer is not the one of the files that were imported with it, so the single anonymous layer is split in two. The random graph check has no external imports.
A layer that is declared only inside @media still gets an unconditional list for a duplicate copy, as on main.
Tests
On a debug build of this branch, test/bundler/esbuild/css.test.ts, test/bundler/bundler_html.test.ts, test/regression/issue/20546.test.ts, test/regression/issue/28914.test.ts, test/bundler/css/ and test/bake/dev/css.test.ts give 369 pass, 1 todo, 0 fail. The todo is not about layers. Run on Bun 1.4.3, the first three files give 51 failures, including the new cases. Some of those 41 come from other changes since 1.4.3.
css/CSSAtImportConditionsBundleLOL now expects one more external @import. The old output dropped it only because a duplicate list was removed by an unconditional copy in another layer. A smaller input without that copy prints an @media block between two @import rules on 1.4.3, and the rule after it is invalid.

Walkthrough
The CSS parser now records layers declared before the first import. Import traversal and chunk selection preserve distinctions in layer conditions and import order. CSS compilation emits shared anonymous condition blocks. Tests cover layer ordering, import prologues, cyclic imports, and related output cases.

CSS import ordering and chunk separation
Layer / File(s)
Summary
Capture layer and condition data src/css/css_parser.rs, src/css/rules/import.rs
The parser stores layer names that precede the first import. Anonymous import layers receive IDs that cloning and equality checks preserve.
Track import order and prepare stylesheet entries src/bundler/linker_context/findImportedFilesInCSSOrder.rs, src/bundler/linker_context/prepareCssAstsForChunk.rs, test/bundler/esbuild/css.test.ts, test/regression/issue/20546.test.ts
Import traversal records wrapping conditions and layer entries. Hoisting and redundancy checks account for layer conditions. AST preparation retains eligible layer statements and wraps entries only in unshared conditions. Tests cover ordering, prologues, duplicates, cycles, and the regression case.
CSS chunk compilation adds shared condition-block edges and passes calculated indentation to the printer.
Select chunk keys by import order src/bundler/Chunk.rs, src/bundler/linker_context/computeChunks.rs, test/bundler/bundler_html.test.ts
CSS chunk key selection probes occupied keys and reuses one only when the import orders match. HTML bundler tests check output with differing import conditions, layer lists, and import orders.

Explanation
No linked issue is active. The scope is taken from the PR description and PR objectives, which cover CSS layer order, layer identity, and import handling. The changed areas map to those goals: css_parser.rs and StyleSheet.layers_pre_import (layers before the first @import); import.rs Layer.anonymous_id (identity of bare layer imports); findImportedFilesInCSSOrder.rs (redundancy, cycle handling, hoisting of external imports, and layer-list handling); prepareCssAstsForChunk.rs (leading @layer statements); generateCompileResultForCssChunk.rs and printer.rs indent option (shared anonymous-layer block printing); computeChunks.rs and Chunk.rs (import-order hash collisions, which the PR objectives name). The removal of Layers::replace in Chunk.rs is layer-list code and is not shown to be unrelated. The added tests cover the same behaviors. No changed area is shown to be unrelated to the stated goals.

Bound the CSS chunk probe cost for conditional import orders.
55-61: Minor · Performance & Scalability · Poor tradeoff
Bound the CSS chunk probe cost for conditional import orders.
css_chunk_key probes linearly. CssImportOrder::hash omits import conditions, so orders that differ only by condition start at the same key. Each such order adds one more probe, so total lookup work grows with the square of the number of these orders. Hashing the conditions would spread these orders across different starting keys.

Limit the new duplicate guard to sources whose layer declarations can be conditional.
The guard at findImportedFilesInCSSOrder.rs:662-672 keeps a redundant Layers entry when an earlier unconditional source already declares the same layer names. That retained @layer statement adds one copy per distinct import-condition set. It does not change cascade order. Either narrow the guard to sources whose layer declarations can sit under @media, or document this trade-off in the code.

🔴 src/bundler/linker_context/findImportedFilesInCSSOrder.rs — Users who import one file twice under a bare layer, where the second importer has a pre-import @ layer a;, now get a different winner for !important rules than on the base branch. At findImportedFilesInCSSOrder.rs:983 layers_eql treats two anonymous layers as equal, so the first anonymous copy is masked and then dropped, while the new pre-import entry moves @ layer a; ahead of the surviving anonymous block. Fix: an anonymous layer condition must never make another copy redundant, in is_conditional_import_redundant and the forward layer pass alike, so each anonymous copy prints in its own position. The PR records this as the ImportantUnderBareLayer todo at css.test.ts:2718; it is a regression for that input, not a pre-existing wrong answer.
Why this was flagged
Input: entry.css @ import "./f2.css" layer; @ import "./f1.css";, f1.css @ layer a; @ import "./f2.css" layer; @ layer a { .t { color: red !important } }, f2.css .t { color: blue !important } (test/bundler/esbuild/css.test.ts:2718-2732). In the backward pass at findImportedFilesInCSSOrder.rs:464 is_conditional_import_redundant([anon],[anon]) is true because layers_eql at :983 compares two layer tokens with no name as equal; the first f2 copy becomes a Layers entry, and the forward pass at :557-563 and :611 removes it. The new pre-import entry from :198-210 then prints @ layer a; before the remaining @ layer{...} block, so layer a is declared first and its !important red wins. In a browser, and on the base branch (where @ layer a; stayed in f1's body after the anonymous block), the first anonymous layer is declared first and blue !important wins; the PR's own expected output at css.test.ts:2732 shows the correct order and is marked todo.
Verification: src/css/rules/import.rs:24-30 Layer::eql returns true for (None, None), so is_conditional_import_redundant([anon],[anon]) at findImportedFilesInCSSOrder.rs:983-996 returns true. The surviving order is [Layers[a] [], f2 [anon], f1 [], entry []], so red !important wins. Base branch: anonymous first, then a, so blue !important wins.
🟡 src/bundler/linker_context/findImportedFilesInCSSOrder.rs — Bundles that @ import the same non-stylesheet file (an asset loaded by the File, Text or Toml loader) from two places now get an extra @ layer entry, or a block entry that ends the hoisting prefix, where the base printed nothing. The return at findImportedFilesInCSSOrder.rs:192 leaves that source index in visited, so every later import of it anywhere in the graph takes the cycle branch at :172-184 and pushes Layers(Owned(empty)) under the import's conditions. Fix: pop visited before the sanity-check return, or push the stale index only after the AST check, so only true cycles reach the new push.
Why this was flagged
If any CSS import record keeps a valid source_index whose css_asts slot is None — scan_css_imports at src/bundler/LinkerContext.rs:3319-3326 accepts File, Text, Toml, Wasm, Base64, Dataurl and Bunsh loaders for a CSS @ import without an error — then visit at findImportedFilesInCSSOrder.rs:187 pushes the index and :192 returns without the visited.pop() at :347. That index stays in visited for the rest of the traversal. Every later @ import of the same file matches at :173 and now runs the new push_entry at :179-182; on the base branch the loop just returned and nothing was emitted. Under layer(x) the output gains a @ layer x; statement at that point; under layer(x) screen the entry is @ media screen{@ layer x;}, which prints_as_layer_statement at :895 rejects, so is_at_layer_prefix at :414 goes false and later pre-import @ layer lists are no longer hoisted ahead of external @ import rules. Remedy: only mark visited after the AST is confirmed present.
Verification:visit in /home/claude/bun/src/bundler/linker_context/findImportedFilesInCSSOrder.rs pushes the index at :187 and returns at :192 when css_asts[idx] is None, without the visited.pop() at :347. Every later @ import of that file matches the cycle loop at :172-173 and :179-182 pushes CssImportOrderKind::Layers(Layers::Owned(Vec::new())) under wrapping_conditions. On the base both pushed nothing.

Add a fixture with an external import under bare layer.

Add a fixture with an external import under bare layer.
The new bare-layer fixtures import only local files. A change that splits the anonymous layer at an external @import would still pass them. Add a fixture that places an external @import between local imports under bare layer and asserts the printed layer structure.

places an external @import between local imports, then assert the resulting

Keep external imports out of shared layer blocks, or document the split.
476-480: Minor · Functional Correctness · Poor tradeoff
Keep external imports out of shared layer blocks, or document the split.
An external @import under a bare layer keyword prints as a top-level import with its own anonymous layer. Local CSS from the same imported sheet prints in a separate anonymous layer block. The browser therefore places the external stylesheet and the local rules in different layers, even though the original import order placed them in one layer. Declarations that conflict under !important can resolve differently. This split exists before this PR. The PR does not extend it. A correct fix needs to rework how external imports carry layer conditions. A localized edit to shared_anonymous_conditions cannot fix it, because the external import is an @import rule and cannot sit inside a shared @layer {} block.

Rework how external imports carry anonymous layer conditions in the ordering and
printing flow around CssImportOrderKind; do not try to fix this only in
shared_anonymous_conditions, since an @import cannot be placed inside a shared
@layer block. Preserve the original layer relationship between the external
stylesheet and local rules, and establish a valid way to express that
relationship for external @import rules.
Add a URL-bearing supports() case to the shared anonymous layer test.
2890-2895: Minor · Maintainability & Code Quality · Low value
Add a URL-bearing supports() case to the shared anonymous layer test.
The new test css/CSSAtLayerBareImportPrintsOneIndentedBlock uses the fixture @import "./lib.css" layer print; and has no supports() condition. Its exact-output assertion would still pass if the shared anonymous layer block dropped the import records for a URL-bearing supports() condition. Add a fixture such as @import "./lib.css" layer print supports(background: url(./a.png)); with its own itBundled case, so the output would change if that condition lost its import record.

🟣 pre-existing, not blocking: pre-existing: users whose anonymous-layer import contains a duplicate layer(w) import still get sublayer w declared after a sublayer that the source declares later, so the wrong rule wins. The truncation at findImportedFilesInCSSOrder.rs:567-579 cuts an empty-name Layers entry at its first anonymous condition, which discards the layer(w) condition that followed it, and the entry is then dropped at :624. Fix: inside an anonymous block, keep a @ layer w; statement for a masked copy or cycle-closing import whose conditions carry a named layer after the anonymous one, so it prints as @ layer { @ layer w; ... } through the shared-block printer; the same truncation hits the new cycle entries pushed at :198. [also at: src/bundler/linker_context/findImportedFilesInCSSOrder.rs:578 - pre-existing, left by this fix: a bare layer import nested under layer(x) still prints as two anonymous layers when a file inside it is imported twice, so the cascade differs from the browser.] A small fix can ride a push you are already making; otherwise a short reply is enough.
Why this was flagged
Input: /entry.css @ import "./a.css" layer;, /a.css @ import "./f.css" layer(w); @ import "./g.css"; @ import "./f.css" layer(w); .a{}, /g.css @ layer v { .t { color: blue } }, /f.css .t { color: red }. The backward pass at findImportedFilesInCSSOrder.rs:472-486 masks the first f to Layers(f.layer_names=[]) with conditions [anon1, layer(w)]. In the forward pass, layers.inner().is_empty() holds and position(has_anonymous_layer) is 0, so set_len(0) at :578 leaves no conditions and :624 drops the entry. The output is @ layer{@ layer v{.t{color:#00f}}@ layer w{.t{color:red}}.a{}}: sublayer v is declared before w, so w wins and .t is red. In a browser the first @ import "./f.css" layer(w) declares w before g declares v, so v wins and .t is blue. The base branch also dropped this entry and printed three separate anonymous layers, so .t was red there too; the diff rewrites the truncation and now prints one shared block, but still removes the declaration.
Verification: pre-existing — triggered when, inside a bare layer import, the same file is imported twice under layer(w) with another file between them that declares a different sublayer. In findImportedFilesInCSSOrder.rs, :567-578 truncates the entry's conditions, so set_len(0) discards the layer(w) condition and :624-626 drops the entry. The base branch fails identically by the same route.
…k-hash-covers-path-and-source-map
main has #47797. It adds a fifth `CompileResult::Css { .. }` to
`generate_compile_result_for_css_chunk_impl`, with `source_map: None`.
This branch removes that field, so the merge did not compile:
error[E0559]: variant `bv2_impl::CompileResult::Css` has no field named `source_map`
The merge removes that line.
…d import (#47810)
Stacked on #47797.
An import inside a bare `layer` import could lose its sublayer
declaration, so the wrong rule won. With `@import "./a.css" layer;`
where `a.css` imports `f.css` under `layer(w)`, then `g.css`, which
declares `@layer v`, then `f.css` under `layer(w)` again, a browser
declares `w` first and `v` wins. The bundle declared `v` first, so `w`
won. An import that closes a cycle under `layer(w)` inside a bare
`layer` import lost its declaration the same way.
When an order entry has no names of its own, the forward pass cut its
conditions at the first anonymous layer. That also removed any
`layer(...)` after it, and the entry with no conditions left was then
dropped.
The fix removes that cut. The existing trim now stops at the last named
layer rather than at any layer, so conditions after the last name still
go, and an anonymous layer ahead of a name stays. The example now prints
`@layer{@layer w;@layer v{...}@layer w{...}}`.
Tests: three cases are added to `test/bundler/esbuild/css.test.ts`
(duplicate import, duplicate import in a nested anonymous layer, cycle).
All three fail with the source change reverted and pass with it. The CSS
test set passes: 372 pass, 1 todo, 0 fail, across `esbuild/css.test.ts`,
`bundler_html.test.ts`, `20546`, `28914`, `test/bundler/css` and
`test/bake/dev/css.test.ts`.
The layer-order fuzzer found no wrong graphs over seeds 1-150 with
`--anonymous`, or with `--cycles`, or with both. It also found none on
the unfixed build (seeds 1-150 with `--anonymous` and with both flags,
seeds 1000-1149 with `--anonymous`), so it did not catch this bug and is
no evidence for the fix. The browser model in the fuzzer does confirm
the example: on that input it gave a different winner for the unfixed
bundle than for the sources, and the same winner after the fix.
Conflicts, all with #47797:
- `find_imported_files_in_css_order`: the loop stays the loop of this
branch over `repr.imports`. It takes `append_conditions` from main in
both places.
- `prepare_css_asts_for_chunk_impl`: main edited the strip, so that it
also drops the `@layer` statements ahead of the first `Import` rule.
This branch has no strip and no `Import` rule in `rules`, so the strip
stays deleted. The next commit drops those statements in the parser.
- `css.test.ts`: the import lines.
#47797 moves the names of the `@layer` statements ahead of the first
`@import` into `StyleSheet.layers_pre_import`, and the bundler prints
them ahead of the imported files. Its strip in the linker then dropped
those statements from the file. The strip found them by the first
`Import` rule in `rules`, and it stopped at an unknown at-rule statement:
`@unknown x; @layer a, b; @import "./local.css";` printed `@layer a,b;`
two times.
This branch has no `Import` rule in `rules` and no strip. `on_import_rule`
now gets the rule list. At the first `@import` that gets an import
record, where it moves the names, it also removes the statements.

What was wrong
@layer first; @import "i.css" layer(second);printed@layer second{...}@layer first;. A layer gets its priority where its name first appears, so the two layers swapped. The bundler printed the imported files ahead of the whole body of the importer, and the statement is in that body.is_conditional_import_redundantsaid "covered" when a condition list was a prefix of the other, and it ignored alayer()that only the earlier copy has. So a later bare copy removed rules in another layer, and an unrelated file with no conditions removed the list that declared the layer.@importthat closes a cycle declared no layer. css-cascade-5 says that the layer "is added to the layer order even if the import fails to load the stylesheet".@importcould print ahead of the hoisted imports as a block, or between two imports. Each makes later@importrules invalid, and a second bundle fails.CssImportOrder::hashleaves out the import conditions. Two entry points with different orders could share one stylesheet. The fix

Each visit of a file pushes those names as an entry ahead of its imports, and the file no longer prints those statements.layerimport gets an id inLayer.anonymous_id.@import "x.css" layerputs x.css and all its imports into one anonymous layer, and two visits make two layers, also when they are the same rule.Layer::eqlcompares the id, so equality and redundancy checks treat two bare imports as different layers.@layer { }block. Each entry prints only the block edges that are its own: it opens what the next entry uses, or closes what the previous entry opened. The entries stay separate compile results, because each file resolvesurl()from its own import records. The block can sit under other conditions, and these print once too.layerkeeps its layer names, because they order the layers of the shared block.is_conditional_import_redundantreturns false when the earlier copy has alayercondition beyond the later one. No per-chunk mode: this holds for every bundle.@layerstatement. A duplicate external import with a layer stays an@importunless a leading statement or an earlier equal copy declares the layer.@media, so a file entry no longer removes a list of names. Only a list of the same file is dropped when that file follows it directly.compute_chunkscompares the import orders on a hash hit and takes the next free key if they differ.Downsides
layer(x)and bare now prints twice. Its rules are in two layers, so both copies are needed. An external import in that shape stays two@importrules.@layerstatement ahead of an@importchange bytes. That is the fix.layernow prints twice, because the copies are in two layers.css/CSSAtImportConditionsAtLayerBundlecase5 has one more copy in its snapshot, and differs from esbuild's snapshot there.minifyWhitespaceoff, a/* file */comment inside a shared block prints at column 0.Known wrong cases
