…files A stylesheet may start with @layer statements, then @import rules. css-cascade-5 allows this so the file can pin the order of the layers its imports create. The bundler placed every imported file before the importer's body, so those statements came out after the layer blocks they were meant to order. Tailwind v4's index.css has this shape, so a user's @layer components block landed above utilities in the cascade. The parser now records the @layer statements seen before the first @import in StyleSheet.layers_pre_import. The CSS order visitor emits them as a layers entry ahead of the file's imports, under the same wrapping conditions, and the chunk builder drops them from the file's own rule prefix so they are not printed twice.

I reviewed this and didn't find any bugs. Because it adds a new unsafe aliasing site into the arena-backed CssImportOrder machinery and changes what layer_names holds, a human look at the memory-ownership story would still be worthwhile.
What was reviewed:
- The new
Layers::borrow+bitwise_copysite matches the existing sibling patterns at theExternalPathpush and the dedupelayer_namesconversion — same arena lifetime, sameDrop-suppression contract. - Parser refactor: the direct
LayerStatementpush in the pre-import arm is equivalent to what the delegatedNestedRuleParserpath did (samelen() == 0guard;enclosing_layer/anon_layer_countare always empty at top-levelstate <= Layers). layer_namesnow excludes pre-import names; checked that the dedupe pass atfindImportedFilesInCSSOrder.rs:~427still declares all names at first position because each visit now emits its ownLayers(layers_pre_import)entry ahead of theSourceIndex.prepareCssAstsForChunkstripping mirrors the parser's classification (@ layerbefore first@ importstripped, after kept); the 28914 test update is a strengthening, not a weakening.
Extended reasoning...
Overview
The PR wires up the previously-stubbed LayersPreImport handling in the CSS bundler so that @ layer a, b; statements appearing before @ import are emitted ahead of the imported files (matching esbuild and the css-cascade-5 spec intent). It touches four areas: src/css/css_parser.rs (new layers_pre_import field on StyleSheet/BundlerAtRuleParser, new on_layer_statement_before_import trait hook, and a split of the AtRulePrelude::Layer match arm in TopLevelRuleParser::rule_without_block), src/bundler/linker_context/findImportedFilesInCSSOrder.rs (replaces a commented-out TODO with a real CssImportOrder::Layers push), src/bundler/linker_context/prepareCssAstsForChunk.rs (refines the leading-rule stripper to drop pre-import @ layer statements while keeping post-import ones), and tests (three new itBundled cases plus an updated regression assertion).
Security risks
None. This is CSS bundler output-ordering logic — no auth, crypto, network, or filesystem-traversal surface. The unsafe blocks are memory-safety concerns, not security-boundary concerns; input is already-parsed CSS ASTs.
Level of scrutiny
Moderate-to-high. The core change is small and follows the esbuild reference (the TODO comment literally quoted the esbuild Go code), but it introduces a new unsafe { bitwise_copy(...) } site and a NonNull::cast Layers::borrow into arena-aliased storage. REVIEW.md flags memory safety as the most-blocked category and requires that every bitwise_copy/aliasing site uphold the single-free invariant with an accurate SAFETY comment. I verified the new site is a byte-for-byte copy of the pattern at the ExternalPath push (~line 250) and the dedupe conversion (~line 427) — same wrapping_conditions/wrapping_import_records inputs, same arena-owned Vec<LayerName> pointee lifetime (the BundlerStyleSheet outlives the chunk pipeline just like layer_names does). The SAFETY comments are accurate.
The subtler change is that layer_names no longer includes pre-import names. I traced the one consumer that cares (the dedupe pass converting redundant SourceIndex entries to Layers(layer_names)) and confirmed it remains correct because each visit() now emits Layers(layers_pre_import) separately ahead of the SourceIndex, so all names are still declared at the first position. I also confirmed the parser's direct LayerStatement push is behaviorally equivalent to the old delegated path (same len() == 0 guard; is_in_style_rule/enclosing_layer/anon_layer_count are all trivially zero at top-level state <= Layers; the state-not-set-on-Err difference is unobservable since Start and Layers compare identically everywhere).
Other factors
Test coverage is solid: three itBundled cases in the correct file using toEqualIgnoringWhitespace on exact output (basic, Tailwind-shaped, and nested-with-conditions covering the wrapping_conditions bitwise-copy path). The 28914.test.ts update replaces three toContain checks with one that asserts the merged-and-ordered form — a strengthening. BundlerAtRuleParser is the only CustomAtRuleParser implementer, so the new required trait method has no missing impls. No CODEOWNERS entries cover these paths. The bug hunt ran to dry_streak with no findings. I'm deferring rather than approving only because the arena/bitwise_copy ownership model here is intricate enough that a second pair of eyes on the new aliasing site is prudent per the repo's memory-safety review bar.

…rnal imports External @import rules are hoisted to the top of the bundle, and the hoist keeps the leading layer lists ahead of them. A pre-import @layer statement of a file that is imported under conditions prints as a block (`@supports (...){@layer wrap{@layer inner;}}`). Only @layer statements may precede an @import, so every hoisted import after that block was invalid and Bun rejected its own output. The hoist now keeps a layer list ahead of the imports only when it prints as plain @layer statements. Any other list ends the prefix and stays behind the imports, in its original order.
…body keeps a statement that nothing else prints The first version recorded the leading @layer statements of every file and removed them from the file body. A file with no @import then lost its statement whenever a later pass dropped the entry that was meant to print it: a list followed by an empty layer block, a statement behind a rule that minify removes, a file imported into an anonymous layer, a file imported both bare and under layer(x). main prints all of these correctly. Now the parser fills layers_pre_import when it parses the first @import, as esbuild does, and layer_names stays as it is on main. The order visitor pushes the list as a Layers::PreImport entry. The order passes keep that entry (one per condition list) and never let it make another entry redundant. The chunk builder removes the statements from a file body only when an earlier entry of the final order prints the same names under equal conditions. The test for #28914 is back to its original form, and the test for #20546 now asserts that the statements print first.
… a cyclic import, and drop every @import from a file's body The redundant-layer pass dropped a layer list under layer(x) when an entry outside x had the same names. The names are other layers inside x. An @import that closes a cycle now adds its layer to the order. An @import behind an unknown at-rule statement no longer prints again in the body of its file. An early list directly ahead of its own file is removed, so the statements print from the body as before.
…layer-before-import
A random @import graph is evaluated the way a browser evaluates it, by a model that was checked against Chrome. The bundle must give the same winning rule and the same order of named layers. scripts/css-layer-fuzz.ts runs many seeds against a binary, and against a baseline binary when one is given.

Beyond the inline findings, I also checked the new unsafe sites in src/bundler/linker_context/findImportedFilesInCSSOrder.rs: the bitwise_copy of wrapping_conditions for the PreImport entry and the set_len(len - 1) pop of a PreImport entry from wip_order both only touch entries that go back through memcpy_and_reset without a drop, so no CssImportOrder is dropped twice. A @ layer statement placed between two @ import rules still printing late is pre-existing on main (the snapshot in src/css/css_parser.rs is taken only at the first @ import), not introduced here.
Extended reasoning...
The change touches the CSS bundler's import-order visitor, the redundancy passes, the chunk printer and the CSS parser, with no security-sensitive surface. The two posted findings are cascade-order regressions the PR itself marks as todo cases; the extra items here are the unsafe copies and a between-imports layer statement, which I ruled out as double-drop or new-regression concerns.
Findings marked 🟡 are optional suggestions and need no follow-up push.
…d keep every copy of a file that declares a layer under @media The parser marks a stylesheet whose layer_names has a name from inside a conditional group rule. Such a file is not replaced by a list of its layers and covers no list. Both apply only when the order has a pre-import entry, so other bundles print as before.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline finding, I also checked the @ layer statement placed between two @ import rules (valid per css-cascade-5): layers_pre_import is snapshotted only at the first @ import (src/css/css_parser.rs:776-783), so such a statement still prints after both imported files. That is the same as on main, so it is not a regression from this change.
Extended reasoning...
The diff adds a pre-import layer snapshot in the CSS parser, a Layers::PreImport order entry and a layers_matter gate in the CSS import-order and chunk-preparation passes, plus a fuzz harness and ~40 bundler tests; it touches no security-sensitive surface. A confirmed finding on the duplicate-copy retention is posted inline, and the one other candidate examined (a @ layer statement between two @ imports) is pre-existing behavior the PR neither fixes nor worsens.
…r a condition A name that the file declares outside @media first is in the layer order either way, so a list of its layers still stands for an earlier copy.
A bare layer keeps the duplicate pass of main: each entry under one prints as a layer of its own. Of the copies of a file that first declares a layer under a condition, only the first per condition list stays. A duplicate external import and a CSS module with composes keep the answer of main. The layer of a cyclic import is pushed for an @import record only. @container is not a condition on the layer order.
There was a problem hiding this comment.
Beyond the inline findings, I also checked @ container, which parse_conditional_block in src/css/css_parser.rs does not wrap (only @ media, @ supports, @-moz-document do): a layer first declared inside @ container leaves has_conditional_layer_names false, so a duplicate copy of that file still becomes an unconditional layer list built from layer_names — but that list is built the same way on main, so it is a pre-existing gap rather than a regression from this PR, and the has_conditional_layer_names doc comment already names the three at-rules it covers.
Extended reasoning...
The two confirmed inline findings cover the open issues; this note only records the @ container candidate that was examined and ruled out as pre-existing. The gap is in the parser hook wiring (src/css/css_parser.rs around the AtRulePrelude::Container arm) and the list-for-a-copy path in src/bundler/linker_context/findImportedFilesInCSSOrder.rs, which main shares.

…plicate imports (#47797) ### What was wrong - `@layer first; @import "i.css" layer(second);` printed `@layer second{...}@layer first;`. A layer gets its priority where its name first appears, so the two layers swapped. The bundler printed the imported files ahead of the whole body of the importer, and the statement is in that body. - The bundler replaces an earlier copy of a file or an external import with a list of its layers, when a later copy covers it. `is_conditional_import_redundant` said "covered" when a condition list was a prefix of the other, and it ignored a `layer()` that only the earlier copy has. So a later bare copy removed rules in another layer, and an unrelated file with no conditions removed the list that declared the layer. - An `@import` that closes a cycle declared no layer. css-cascade-5 says that the layer "is added to the layer order even if the import fails to load the stylesheet". - A list for a duplicate external `@import` could print ahead of the hoisted imports as a block, or between two imports. Each makes later `@import` rules invalid, and a second bundle fails. - `CssImportOrder::hash` leaves out the import conditions. Two entry points with different orders could share one stylesheet. ### The fix - The parser moves the layer names seen before the first `@import` into `StyleSheet.layers_pre_import`. Each visit of a file pushes those names as an entry ahead of its imports, and the file no longer prints those statements. - Each visit of a bare `layer` import gets an id in `Layer.anonymous_id`. `@import "x.css" layer` puts x.css and all its imports into one anonymous layer, and two visits make two layers, also when they are the same rule. `Layer::eql` compares the id, so equality and redundancy checks treat two bare imports as different layers. - Entries with the same anonymous layer print in one `@layer { }` block. Each entry prints only the block edges that are its own: it opens what the next entry uses, or closes what the previous entry opened. The entries stay separate compile results, because each file resolves `url()` from its own import records. The block can sit under other conditions, and these print once too. - A masked copy under a bare `layer` keeps its layer names, because they order the layers of the shared block. - `is_conditional_import_redundant` returns false when the earlier copy has a `layer` condition beyond the later one. No per-chunk mode: this holds for every bundle. - The cycle check pushes an empty layer list under the conditions of the import. - A list prints ahead of the hoisted imports only as a plain `@layer` statement. A duplicate external import with a layer stays an `@import` unless a leading statement or an earlier equal copy declares the layer. - A file's layer names can be inside `@media`, so a file entry no longer removes a list of names. Only a list of the same file is dropped when that file follows it directly. - `compute_chunks` compares the import orders on a hash hit and takes the next free key if they differ. ### Downsides - A file imported both under `layer(x)` and bare now prints twice. Its rules are in two layers, so both copies are needed. An external import in that shape stays two `@import` rules. - Bundles that have a `@layer` statement ahead of an `@import` change bytes. That is the fix. - A file imported twice with a bare `layer` now prints twice, because the copies are in two layers. `css/CSSAtImportConditionsAtLayerBundle` case5 has one more copy in its snapshot, and differs from esbuild's snapshot there. - With `minifyWhitespace` off, a `/* file */` comment inside a shared block prints at column 0. ### Known wrong cases - An external `@import` under a bare `layer` prints as `@import "x.css" layer`, because external imports are hoisted. That layer is not the one of the files that were imported with it, so the single anonymous layer is split in two. The random graph check has no external imports. - A layer that is declared only inside `@media` still gets an unconditional list for a duplicate copy, as on main. ### Tests On a debug build of this branch, `test/bundler/esbuild/css.test.ts`, `test/bundler/bundler_html.test.ts`, `test/regression/issue/20546.test.ts`, `test/regression/issue/28914.test.ts`, `test/bundler/css/` and `test/bake/dev/css.test.ts` give 369 pass, 1 todo, 0 fail. The todo is not about layers. Run on Bun 1.4.3, the first three files give 51 failures, including the new cases. Some of those 41 come from other changes since 1.4.3. `css/CSSAtImportConditionsBundleLOL` now expects one more external `@import`. The old output dropped it only because a duplicate list was removed by an unconditional copy in another layer. A smaller input without that copy prints an `@media` block between two `@import` rules on 1.4.3, and the rule after it is invalid. The random graph check from #41572 (not in this PR), 200 graphs each, seeds from 1: | Options | Right here | Wrong with 1.4.3, right here | Right rule with 1.4.3, another here | | --- | --- | --- | --- | | default | 200 | 147 | 0 | | cycles | 200 | 156 | 0 | | bare `layer` | 200 | 122 | 0 | | empty blocks | 200 | 174 | 0 | | bare `layer`, cycles and empty blocks | 200 | 161 | 0 | The baseline was Bun 1.4.3, not main. With the fix:
@layer first;@layer second{.i1{c:d}}@layer third{.t{c:d}}. The input of #20546 (three statements, three layered imports) prints@layer one, two, three;first and no statement after the imported files. The input that was reported again on 2026-10-23 (@layer reset, components, utilities;ahead of two layered imports in another order) prints the statement first too.Merge order. To print the statement early is right by itself. It also removes an accident: on main the imported files print first and declare the layers by themselves, and that hid separate defects in the passes that remove duplicate imports. The last self-review asked for one ordered stack, not for this PR alone:
@layerblock keeps its declaration. Landed in css: consolidate the open CSS parser fixes #47025.composesprints inside a layer wrapper (landed in css: consolidate the open CSS parser fixes #47025), and two entry points stop sharing one stylesheet through a hash that ignores import conditions (bundler: compare CSS import orders before two entry points share a stylesheet #46357, open).layerimport (handed off as separate work). This head is merged with #47025.
css/CSSAtLayerOrderEmptyLayerBlockis a passing test now, and the special case for a CSS module withcomposesis gone. Until step 3 exists, its changes are in this PR, but they are on only for a bundle that has a statement ahead of an@import(layers_matter). The review measured that without them the statement move turns six of the hand-written inputs of this PR from right to wrong. A maintainer has to set the order against #46357, and against #46040, #45675 and #40438, which edit the same function.Right on main, wrong here.

An input is wrong when the stylesheet that an entry point gets in a build of its own is not among the files of the two-entry build. A local build of an earlier head (f9da5ec) plus #46357 wrote both files for the two-entry case, and 0 of 800 two-entry inputs were wrong. With the flag it returns false there, for a copy of a file and for a list of layers (css/CSSAtLayerOrderListForADuplicateImportAheadOfAStatement*,StatementOfAFileImportedBareAndUnderLayer,LayeredCopyBehindABareCopy). Three things keep the answer of main: a barelayer(each entry under one prints as a layer of its own), a duplicate external import (both copies would have to stay@importrules), and the list that stands for a masked external import in the redundant-layer pass. When the first mention of a layer in a file is inside@media,@supportsor@-moz-document, a list of names cannot stand for a copy of that file: it would declare the layer with no condition. This and a layer declared only under@mediain a bundle without the pattern are handed off as separate work.Other open PRs on this function. None has a human review yet. #46357 is a prerequisite, see above. #46040 moves
@importrules out of the rule list and deletes the leading-run scan that the strip here extends. Whichever merges second needs a count of the statements ahead of the first@importfrom the parser in place of that scan. #46232 (draft, stacked on #46040) adds a@namespacepass to the same two functions. #45675 addsLayers::Maskedand the sameprints_as_layer_statements. After it the position listmasked_external_importscan go. #40438 rewrites the function.Cost.
@import: one emptyVecand oneboolper parsed stylesheet, one counter update per@mediaor@supportsblock in the parser, oneis_empty()per file when the chunk is prepared, one scan of the order for aLayers::PreImportentry, and one address compare per file entry in the redundant-layer pass.layer(x)and again with no layer prints twice (the browser applies it twice, and main and esbuild print a list of its layers for the first copy). A file that first declares a layer under a condition keeps one more copy per condition list. The flag is per chunk, so one such statement in any file of the chunk changes how the other files of the chunk are deduplicated.@import: 0.704 s of user CPU against 0.695 s on main (median of 10 interleaved runs, release builds, 0.61 to 0.81 s on main), and 300 MB of peak RSS against 283 MB..text: 83,513,897 bytes on main, 83,521,833 here.[human-review] gate passed · iteration 4 · 5 files touched
