Summary

• add tests proving rainlang string literals emit the same V3 IntOrAString encoding DiaWords consumes
• float LibFromStringV3 pragma to ^0.8.25 per rainlanguage library convention
• document intentional soldeer revision pins in foundry.toml
• add script/Build.sol for rainix copy-artifacts

Test plan

• nix develop -c forge test (14 passed, 0 failed)
• CI copy-artifacts + rainix-sol
