css: print a stylesheet with the targets StyleSheet::minify recorded - #39251
An HTML-linked stylesheet is minified for browsers but printed for the runtime in bun and node builds and the dev server: & .b { stays, and (min-width: 768px) becomes (width >= 768px). Safari 14, a default target, parses neither.
Nested prefixed rules print once per prefix per level. 16 levels fail: error: Failed to generate CSS for this file (PrintError).
Cause: minify takes targets from the file's transpiler (ParseTask.rs:1332). The linker takes them from the build target (generateCompileResultForCssChunk.rs:100).
Fix
StyleSheet::minify records its targets on the sheet and to_css_with_writer prints with them. PrinterOptions.targets is removed.
Linker-built sheets take the record of the chunk's root stylesheet. bun build --no-bundle minifies with the build target's targets.
Verified: test/bundler/bundler_html.test.ts (9 new tests, all fail on main). Also test/js/bun/css/, test/bake/dev/css.test.ts, cargo clippy --workspace.
Self-reviewed: 11 concerns raised, 10 addressed. Not done: a Chromium read, because the output equals a browser build's.
Background
bun_css::Targets is a browser version list. bun and node builds have none, so nothing is lowered.
minify runs per file: prefixes, color fallbacks. The printer runs per chunk: nesting, media ranges.
Weighed: a second resolution in the linker (can drift). One CSS target per build (a server build holds sheets for both).
Downsides
StyleSheet grows from 472 B to 552 B: +128 B of arena per parsed CSS file.
--no-bundle x.css prints 278 B, was 154 B, at the default target (3-rule file).
&:where(.a, &.b) { nested 17 levels now fails in server builds, as in browser builds.
Notes
How it was found. By inspection. No user reported it. docs/bundler/fullstack.mdx:19 says an HTML import "downlevels CSS", and :257 recommends bun build --target=bun --production. Bun.serve with development: false already lowers the file. Only the ahead-of-time build and the dev server do not.
Repro.index.html links styles.css. server.ts has import html from "./index.html".
bun build --target=bun ./server.ts --outdir out on main prints the .d:-webkit-full-screen copy (minified for browsers) next to & .b { and @media (width >= 768px) (printed for the runtime). bun build ./index.html prints .a .b { and @media (min-width: 768px). The same mismatch shows with --target=node, with bun build --target=bun ./index.html, with CLI bun build --compile --target=browser ./index.html, and from Bun.serve({ development: true }).
Reach. 12,968 stylesheets that 673 npm packages publish, each linked from an HTML file that a target: "bun" entry imports. Release builds of main 7942008 with and without this diff.

test/bake/dev/bundle.test.ts ("editing an @imported stylesheet recovers from a failed CSS print") used this failure as its fixture, and its comment said the test needs another stylesheet when the dev server prints and minifies with the same targets. It now uses the &:is(.a, &.b) { x20 sheet that test/bundler/cli.test.ts uses.
What each stylesheet prints with.
A parsed sheet: what StyleSheet::minify recorded (css_parser.rs:2448). minify is the only writer. The field is private to bun_css.
The three sheets that prepare_css_asts_for_chunk builds (@layer statements, a preserved external @import, the data: URL wrapper for nested import conditions): the record of the chunk's root stylesheet, through StyleSheet::synthesized. The root is the last source entry of the chunk's postorder.
The shallow copy of a source sheet into its chunk slot: the copy carries the record.
The empty() placeholders in the chunk slots: prepare_css_asts_for_chunk overwrites them before a print.
A blank CSS file: it goes through the Loader::Css arm like every other file, so minify records for it. get_empty_css_ast is removed. A file of only U+000B still builds as an empty sheet.
bun pm diff: it prints without minify, so with no targets, as before.
StyleAttribute::to_css and Printer::new take &Targets as an argument. They print values that have no stylesheet (the test harness, Bun.color, the debug CSS order dump).
--no-bundle.Transpiler::build_css_output passed no targets to minify and the build target's to the printer (src/bundler/transpiler.rs:3118, :3130). With PrinterOptions.targets removed it has to pass them to minify. This is the change of #38544. The output now equals the bundled output. --target=bun output does not change. The path still fails on a url() in a declaration (#38528).
Measurements. Release builds of main 7942008 with and without the source diff, debug builds for DWARF and gdb.
Types (rustc -Zprint-type-sizes, release flags): StyleSheet 472 -> 552 B, PrinterOptions 192 -> 112 B, Targets 80 B. Debug DWARF: 496 -> 576 B and 192 -> 112 B.
arena: +128 B per parsed CSS file (mimalloc class 512 -> 640 B), +80 B per chunk slot. 40.8 KiB on a 201-stylesheet build.
release binary: .text -7,168 B, .rodata 0 B (size -A).
allocation sites added: 0, syscall sites added: 0 (grep of the source diff). One bump.alloc is removed with get_empty_css_ast. A blank CSS file now costs one parse and one minify of an empty slice.
HTML-linked CSS: 6 of 6 server and dev-server arms byte-identical to the browser build (0 on main).
unchanged outputs: 33 of 33 files identical (sha256) for 11 stylesheets of test/js/bun/css/files as a browser build, as a CSS entry point with --target=bun, and as a CSS entry point with --target=browser.
Not measured: strace, valgrind and bloaty are not installed here.
Downsides, more.
&:where(.a, &.b) { nested 17 levels: exit 0 (962 B, nested as written) -> exit 1. At 16 levels the output grows from 875 B to 1,310,740 B. Both are what --target=browser does on main. With a prefixed selector the direction reverses: &:is(.a, &.b) { x16 fails on main and builds here.
Bake dev server, a stylesheet that a server file imports: bake minifies it for the runtime on first load and for browsers after a save of the stylesheet. That choice is not changed here. The served sheet therefore changes from nested to flat after a save of the stylesheet, and back after a save of the importer. On main only the prefix copies came and went. The minify-side change of bake: minify stylesheets for browser targets in every graph #37051 ends this.
Not changed here.
A stylesheet that server code imports itself is minified and printed for the runtime. This is intended, and html/css-browser-targets/stylesheet-shared-with-server-code pins it.
In a server-components build, a stylesheet that both graphs import is parsed one time, by the graph that reaches it first (src/bundler/bundle_v2.rs:3001). That graph decides its targets, as on main. On main this decided only its prefixes and fallbacks. Now it also decides if its nesting and media ranges are lowered. A sheet that the linker builds takes the record of the chunk's root, so its conditions print for the runtime (as on main) or for browsers. The minify-side change of bake: minify stylesheets for browser targets in every graph #37051 gives every stylesheet of a bake build browser targets.
Earlier shapes of this PR. The first push derived the print targets in the linker from the chunk's entry point. The second recorded the minify targets on the stylesheet and had the four linker sites copy them into PrinterOptions. That left the targets a free input of every print call and did not reach --no-bundle. The tests of both used the light-dark() polyfill as the observable. #47025 removed that polyfill at the default targets.
Suites run on a debug build.test/bundler/bundler_html.test.ts (35), test/js/bun/css/css-loader.test.ts (5), test/bake/dev/css.test.ts (19), test/bake/dev/bundle.test.ts (54), test/js/bun/css/ (3,387), test/bundler/css/ (215), test/bundler/esbuild/css.test.ts (68), html-import-manifest, bundler_html_server, metafile, bundler_loader, bun-serve-html, bun-serve-html-manifest, bun-serve-html-entry, test/bake/dev/html.test.ts, test/bake/dev/hot.test.ts, test/bake/dev-and-prod.test.ts, test/regression/issue/28914.test.ts. With the source of main, the 9 new bundler_html tests, 1 of the 3 new css-loader tests and the new bake/dev/css test fail.
…browser targets
A --target=bun or --target=node build that contains an HTML file (imported
from server code, or passed as an entry point) parses and minifies the
stylesheets that HTML links with the client transpiler, so they are
minified for the default browser targets. The linker then printed them
with the build-wide target, which maps to the runtime CSS targets, so
the transforms that happen at print time (compiling nesting, lowering
media range syntax, rewriting light-dark() references) were skipped and
the light-dark() polyfill was emitted half-way: definitions injected at
minify time, references left as written.
Pick the print targets per CSS chunk instead: a chunk whose entry point
was parsed for the browser is printed with browser targets, every other
chunk keeps the build's target as before. All four places the linker
prints CSS (the stylesheets themselves, preserved external imports, the
data: URL wrapper for nested external import conditions, and bare layer
statements) go through the same helper.

Walkthrough
CSS targets now persist on stylesheets and pass separately to CSS printers. Empty CSS enters the normal parsing path. Synthesized chunk stylesheets inherit metadata from a source stylesheet. Tests cover browser-target and runtime-target output across bundling and development-server paths.

Summary
Store and pass CSS targets src/css/css_parser.rs, src/css/printer.rs, src/bundler/transpiler.rs, src/css_jsc/*
Stylesheets store targets used for minification and printing. Printer and StyleAttribute::to_css receive targets separately from printer options.
Load CSS and prepare chunk stylesheets src/bundler/ParseTask.rs, src/bundler/linker_context/*
Empty and whitespace-only CSS use the normal parsing path. Chunk preparation selects a source stylesheet and uses it when synthesizing layer and import stylesheets.
Tests compare browser-target output with runtime-target output across CSS loading and bundling paths. Development-server tests check stylesheet output after an update, and the print-failure recovery test uses nested selectors.

Status: ready for review at head 0609c5f (merged with main). The diff is green: the one red test in the last run is test/bundler/compile-aot-crash.test.ts on darwin aarch64, which checks that an encoded crash URL contains no function name, and the URL for this commit happens to contain sum. It does not touch CSS and is reported separately. The darwin x64 test jobs expired without an agent. Every other failure passed on a retry or alone.
Reproduced on main with a debug build. index.html links styles.css, and server.ts has import html from "./index.html".
bun build --target=bun ./server.ts --outdir out prints & .b { and @media (width >= 768px) next to the .d:-webkit-full-screen copy. bun build ./index.html --outdir out prints .a .b { and @media (min-width: 768px). The same mismatch shows with --target=node, with bun build --target=bun ./index.html, with bun build --compile --target=browser ./index.html, and in the dev server. With this branch each of them prints the stylesheet of the browser build, byte for byte.
This push moves the fix into the CSS crate: StyleSheet::to_css_with_writer prints with the targets that StyleSheet::minify recorded, and PrinterOptions.targets is removed. The tests that used the light-dark() polyfill as their observable are replaced, because #47025 removed that polyfill at the default targets. The PR description has the measurements and the relation to #39488, #37051, #40368 and #38544.

LGTM — focused fix routing CSS print targets through the chunk's entry-point target instead of the build-wide one.
What was reviewed:
css_targets_for_chunk reads chunk.entry_point.source_index() and indexes items_target() — same pattern as postProcessJSChunk.rs:352; both CSS chunk creation sites in computeChunks.rs set entry_point explicitly, so the index is always valid.
All four PrinterOptions sites in the linker now use the helper; no stray for_bundler_target(c.options.target) remains under linker_context/. Targets is Copy, so hoisting to a local is fine.
Concurrency: the helper only reads SoA columns already accessed read-only from the same worker callbacks; the &Chunk reborrow in prepareCssAstsForChunk happens before the &mut chunk.content destructure.
Tests exercise all four print arms plus a negative case pinning that server-graph CSS keeps runtime targets.
Extended reasoning...
Overview
Adds LinkerContext::css_targets_for_chunk (~15 lines + doc comment) and points the four CSS print sites in generateCompileResultForCssChunk.rs (three match arms) and prepareCssAstsForChunk.rs (data-URL nested import) at it. The helper returns browser CSS targets when the chunk's entry point was parsed for Target::Browser, and falls back to c.options.target otherwise — so behavior is unchanged for every existing case except HTML-originated CSS chunks in a bun/node build, which now print with the same targets they were minified with. Unused Targets imports are dropped. Five itBundled tests are added covering a browser-build reference, HTML imported from bun/node server code, an HTML entry of a bun build, and a negative test that server-imported CSS still prints with runtime targets.
Security risks
None. This is bundler output selection (which bun_css::Targets to pass to the CSS printer). No untrusted input parsing, no auth/crypto/permissions, no FFI or memory-ownership changes.
Level of scrutiny
Low-to-medium. ~20 lines of production Rust that swap one Targets computation for another at existing call sites, plus a small read-only helper. The helper's index pattern (items_target()[chunk.entry_point.source_index() as usize]) is identical to an existing use in postProcessJSChunk.rs, and both CSS-chunk constructors in computeChunks.rs populate entry_point. Targets derives Copy. The concurrency contracts of both callbacks are unchanged (read-only over c).
Other factors
The fix is placed at the right layer: one shared helper on LinkerContext used by all four sites, rather than duplicating the branch.
The Browser-only trust with fallback to the build target is deliberately conservative and documented (hashbang-marked-Bun in a browser build, SSR graph); neither edge case changes behavior here.
Tests are thorough: one fixture reaches all four print arms (SourceIndex body, ExternalPath @import, Layers @layer, and the prepareCssAstsForChunk data-URL path), with both positive assertions on lowered output and not.toContain guards on the un-lowered forms. The negative test pins the intentional non-change for server-graph CSS.
The PR description records a broad set of adjacent test files run against a debug build.
Record the minify targets on the StyleSheet (and on the empty sheet the
bundler creates for an empty CSS file without minifying it) and print
every stylesheet with the targets it carries; the layer statements,
external imports and data: URL wrappers synthesized for a chunk take the
targets of the chunk's stylesheets. This replaces deriving the print
targets from the chunk's entry point in the linker, so print and minify
agree by construction rather than by re-deriving the transpiler choice.
The shared-stylesheet test now checks that each emitted copy is printed
for the targets it was minified for instead of pinning the server
build's targets, the fixture also covers an empty imported stylesheet,
and a dev server test covers stylesheets linked from HTML there, whose
printing changes in the same way.

bundler: print the CSS of an HTML entry point in a server build with browser targets
bundler: print each stylesheet with the CSS targets it was minified for

I reviewed this PR and didn't find any bugs. Because it changes how CSS targets flow between minify and print across the bundler linker (a design change that also interacts with #37051), and the reworked approach hasn't had a human look yet, another pair of eyes would be worthwhile.
What was reviewed:
Targets is Copy, so the new field survives the ptr::read shallow copies in prepareCssAstsForChunk and adds no ownership hazard.
chunk_targets reads the graph ASTs (not the placeholder css_chunk.asts slots from computeChunks), and every chunk has at least one SourceIndex entry, so the .unwrap_or_default() is a dead fallback.
The one remaining for_bundler_target print site (transpiler.rs:3068) is the standalone transpiler path, which doesn't read sheet.targets and is unaffected.
The comment-cop bot feedback was addressed in a8542a0.
Extended reasoning...
Overview
The PR fixes a mismatch between the targets CSS is minified for and the targets it is printed for when an HTML file (and its linked stylesheets) is built by the client transpiler inside a --target=bun/node build. It adds a targets: Targets field to StyleSheet, has StyleSheet::minify record the targets it ran with, and rewires the four linker print sites (generateCompileResultForCssChunk.rs × 3 arms, prepareCssAstsForChunk.rs) to read css.targets instead of Targets::for_bundler_target(c.options.target). The empty-CSS path in ParseTask.rs sets targets from the transpiler that created it. Synthesized chunk entries (layers, external @import, data-URL wrappers) take the chunk's targets via a new chunk_targets helper. Tests cover browser/bun/node builds, an HTML entry of a bun build, a stylesheet shared between server and client graphs, and the dev server.
Security risks
None. This is a build-output correctness change to which CSS lowering transforms run at print time; no user input parsing, auth, or filesystem behavior is touched.
Level of scrutiny
Moderate-to-high. The mechanical edits are small and Targets is Copy, so there is no new memory-safety surface. But the change encodes a design decision — carrying minify targets on the stylesheet and asserting that every stylesheet in a CSS chunk comes from one module graph — that affects all CSS output for server builds and the dev server, and the PR description explicitly calls out interaction with three other open PRs (#37051, #39245, #38594). The approach was already reworked once after review; the current revision has only had bot feedback (comment length) since. A maintainer should confirm the invariant and the interaction with #37051's plan.
Other factors
Test coverage is thorough: the fixture deliberately reaches every linker CSS print site (source, layers, external path, nested data-URL, empty sheet with import conditions), and the four server-build cases are documented as failing on the release build and passing here. The shared-stylesheet test checks minify/print agreement rather than pinning specific targets, which is the right invariant.
I checked that the placeholder BundlerStyleSheet::empty() slots in computeChunks.rs and bundle_v2.rs are always overwritten by prepareCssAstsForChunk before printing, so their default targets never reach a printer.
The standalone transpiler print at transpiler.rs:3068 still builds PrinterOptions.targets inline and does not read the recorded field, so that path is unchanged.
The github-actions comment-cop flags were addressed in a8542a0 (comments shortened to one line each).
…efix
The default browser targets keep light-dark() as written since #47025,
so the polyfill no longer tells a stylesheet built for browsers from one
built for the runtime. Nesting and media range syntax show the targets a
stylesheet was printed for. The :-webkit-full-screen copy of a
:fullscreen rule shows the targets it was minified for.
The server copy of a shared stylesheet is now asserted without a
condition: the server build minifies and prints it for the runtime.
StyleSheet::to_css_with_writer reads the record, and PrinterOptions has
no targets field. A print call cannot name targets that differ from the
ones minify lowered the sheet for.
- The linker builds its @layer, external @import and data: URL sheets
with StyleSheet::synthesized, which takes the targets of the chunk's
root stylesheet.
- A blank CSS file goes through the same parse and minify arm as every
other CSS file. get_empty_css_ast is removed.
- bun build --no-bundle minifies a stylesheet with the targets of the
build target. It passed none, and printed with the build target's.
…browser build in the tests
Targets is 80 bytes. That is over the 64-byte limit that clippy sets for
a value argument.
The tests no longer name what the default browser targets lower. Each
server build must print the stylesheet that a browser build of the same
files prints, so a change of the default targets does not change them.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline findings, I also checked the parts of this revision that replace the printer-side targets: dropping the explicit browsers: None from PrinterOptions::default() is a no-op since Targets derives Default with browsers: None; the callers that print without minifying (pm_diff_normalize.rs, the CSS-order debug dump in findImportedFilesInCSSOrder.rs) still print with default targets as before; and the --no-bundle transpiler path and css_internals.rs test hooks now both minify and print with the same targets, so no remaining consumer passes a print target that differs from the minify one.
Extended reasoning...
This revision moves CSS print targets from PrinterOptions onto StyleSheet (set by minify, copied into bundler-synthesized sheets via the chunk's root sheet), deletes get_empty_css_ast so blank CSS files go through the normal parse+minify path, and updates every Printer::new / to_css caller in src/. It touches no security-sensitive surface. The posted inline finding about chunks containing sheets minified for different targets is a design question for the linker owners, and the change is a cross-cutting refactor of the CSS pipeline with new tests, so a human look remains worthwhile.
The reason will be displayed to describe this comment to others. Learn more.
Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline finding, I also checked the remaining printer entry points for the removed PrinterOptions.targets: bun pm diff (src/runtime/cli/pm_diff_normalize.rs) prints an unminified sheet, whose recorded targets are Targets::default() — the same browsers: None that PrinterOptions::default() used to set, so its output is unchanged; Bun.color and the debug CSS-order dump pass Targets::default() explicitly, matching the old default. The new early return in prepareCssAstsForChunk.rs when a chunk has no SourceIndex entry is unreachable in practice: findImportedFilesInCSSOrder always pushes the root file last unless the import-chain-too-deep error aborts the build before chunks exist.
Extended reasoning...
The change moves CSS print targets from PrinterOptions onto StyleSheet (recorded by minify), threads &Targets through Printer::new and StyleSheet::synthesized, drops get_empty_css_ast so blank CSS is parsed and minified like any file, and switches --no-bundle CSS to minify with the build target. It touches no security-sensitive surface. The latest push (f356448) replaces the .repeat fixture from the earlier nit with Buffer.alloc; the chunk-root targets choice from the prior review is unchanged. One confirmed finding on the dev-server path is posted inline, so a human look remains warranted.
Additional findings (outside the current diff — GitHub can't attach inline comments there):
🟣 src/bundler/ParseTask.rs — Pre-existing, widened here: in the Bake dev server a stylesheet imported by a server file is served with nesting and media ranges un-lowered on first load, then lowered after any edit of it. ParseTask.rs:2403-2404 only switches a dev-server file to the browser transpiler when known_target is Browser, so a CSS file reached from the server graph is minified with runtime targets (ParseTask.rs:1317), and the printer now follows that record. After a save the client graph rebundles it with Target::Browser, so the same file flips to browser lowering. Fix: in the dev server, minify every Loader::Css file with browser targets regardless of the importing graph, since dev-server CSS is always placed in the client graph and served to the browser.
Why this was flagged
A Bake dev server app whose server-side file imports a stylesheet (import "./page.css" in a server component) that uses nesting or (width >= 768px) ranges. ParseTask.rs:2403-2404 keeps the Bun transpiler because known_target != Browser, so ParseTask.rs:1317 minifies with Targets::for_bundler_target(Bun) = runtime_default() (browsers None) and css_parser.rs:2448 records that; printing now uses the record, so & .b { and (width >= 768px) stay in the served CSS. After the user saves page.css, incremental_graph.rs:1654 re-enqueues it from the client graph with Target::Browser, it is minified for browsers, and the served output is now also printed for browsers, so nesting is compiled away and ranges are rewritten. On base the post-save output only gained vendor prefixes while printing stayed runtime, so the inconsistency between first load and after-edit output now also covers nesting and media-range lowering. No safeguard addresses it: the dev server places every CSS file in the client graph (incremental_graph.rs:1243-1255) but the parse-time target still comes from the importer.
Verification: Pre-existing, acknowledged in diff: the PR description's Downsides note matches the code; the first-load output is unchanged from base, only the post-save output changes (now fully lowered instead of prefix-only). src/bundler/ParseTask.rs:2403-2404 is the only dev-server switch to the browser transpiler, so this task keeps the server transpiler with topts.target == Bun.
Assert the lowered media range in the browser build output.
expectBuiltLikeABrowserBuild checks only that two browser builds match and that nesting is printed. A regression that keeps @media (width >= 800px) in both builds still passes. The default browser targets include chrome 87, edge 88, and safari 14, which do not support range syntax, so the browser output must print the min-width form.

I re-reviewed the latest push and found no bugs; the two points I raised earlier (the .repeat fixture and synthesized sheets copying one sheet's targets) are addressed by the Buffer.alloc rewrite and the new stylesheet-shared-with-server-code test. Because this changes which targets every CSS print in the linker uses and removes a parse path, a human look at the bundler side is still worthwhile.
What was reviewed:
The removed get_empty_css_ast path: blank CSS now goes through parse_bundler + minify with b"" when is_all_whitespace, producing the same empty sheet plus a recorded target; the JS lazy-export root (E::Object, loc 0) is unchanged.
The new early return in prepare_css_asts_for_chunk_impl: traced findImportedFilesInCSSOrder — ExternalPath/Layers entries only arise beneath a CSS source, and the dedup passes keep the root as the last SourceIndex, so "no root" implies an empty order.
The ManuallyDrop + ptr::read aliasing in the two @ import sheets is byte-for-byte the prior logic wrapped in synthesized; the shallow ptr::read copy of source sheets carries the new targets field.
Every former PrinterOptions.targets site (linker, transpiler --no-bundle, css_jsc harness, debug order dump) now reaches the printer through Printer::new's explicit &Targets.
Extended reasoning...
The change moves browser Targets from PrinterOptions onto StyleSheet (recorded by minify), threads an explicit &Targets through Printer::new/to_css, replaces three hand-built linker stylesheets with StyleSheet::synthesized(rules, root), routes --no-bundle CSS targets into MinifyOptions, and deletes get_empty_css_ast so blank CSS files parse normally; it touches no security-sensitive surface. Tests cover API and CLI backends for bun/node targets, HTML entry points, --compile --target=browser, a stylesheet shared with server code, the dev server, and --no-bundle. The bug hunt ran dry with no findings and the earlier inline feedback was addressed by later commits, but the diff alters CSS output for every server-target build and retains unsafe aliasing code in the linker, so a human should still sign off rather than relying on automated approval.
#37051 no longer touches the print sites. It keeps the minify-side change for bake (BundleOptions::target_for_css(), read at the minify call in ParseTask.rs) and a rule for equal CSS chunks in bun build --app. The two PRs do not change the same lines.
I merged this branch at 8a6566e with #37051 and ran the tests of both PRs. They pass, and a stylesheet that a bake server file imports is then minified and printed for browsers.
Six more dev server tests are in test/bake/dev/css.test.ts at a8d1360 (branch robobun/7dc7a9a1/bake-css-earlier-cuts), and all six pass on that merge:
A bake build (the dev server, `bun build --app`) minified a stylesheet
for the target of the graph that imports it. A stylesheet that a server
file imports got no vendor prefixes.
`BundleOptions::target_for_css()` is `Browser` when `framework` is set,
and the minify call reads it.
Every graph now minifies a stylesheet to the same bytes, and
`bun build --app` names a stylesheet by its bytes. So in
`bun build --app`, CSS chunks with equal bytes are one output file
and no longer fail with `DuplicateOutputPath`.
Print is not changed here. #39251 prints a stylesheet with the targets
that minify recorded.

html/css-browser-targets/stylesheet-shared-with-server-codepins it.onResolveplugin resolves in atarget: "bun"build still goes through the server transpiler, so its stylesheet is not lowered (bundler: bundle HTML entry points for the browser on every entry path of a server build #38594).src/bundler/bundle_v2.rs:3001). That graph decides its targets, as on main. On main this decided only its prefixes and fallbacks. Now it also decides if its nesting and media ranges are lowered. A sheet that the linker builds takes the record of the chunk's root, so its conditions print for the runtime (as on main) or for browsers. A note on bake: consolidate the open robobun dev-server, HMR runtime, production build and router fixes #39488 says that the record on the stylesheet is the more general form, and that the order must be decided. They do not compile on top of this PR as written, becausePrinterOptions.targetsno longer exists.Earlier shapes of this PR. The first push derived the print targets in the linker from the chunk's entry point. The second recorded the minify targets on the stylesheet and had the four linker sites copy them into
