Adds the FormRow applier so pp-form-row can go through txc workspace component apply-scaffold. It consumes the shared FormXmlLocator and FormPlacementResolver from #85 and adds the placement/sentinel parameter mapping in ComponentScaffold that the cell and control appliers build on.
Parity-tested against the old scripts in a sandbox: output is byte-identical, except the form-id-only variant now actually works. The old LocateForm.ps1 dies when the solution has no Dialogs folder and on the scalar += bug when the search finds exactly one file, and the CLI rolls that whole scaffold back. The applier handles both cases.
