Clear the V1 draft host budget during estimation.

The target and draft resolve their manager classes independently. If the target uses V2 and the draft uses V1, the V2-only condition retains host_cache_size, and the split passes a positive host quota to the V1 draft probe. The V1 estimation path uses that value to size its secondary host pool instead of preserving the previous unset-host behavior.

After resolving the draft manager class, clear the draft host budget for V1 estimation. Add a mixed-manager construction test to the budget-split tests.

Review comment at @tensorrt_llm/_torch/pyexecutor/_util.py at line 3018:
Update the host_cache_size handling in the estimation logic using the resolved
draft manager class, rather than relying only on self._is_kv_cache_manager_v2;
clear the draft host budget when the draft uses V1, including when the target
uses V2. Add a mixed-manager budget-split test covering a V2 target and V1
draft.
