[https://nvbugs/6919850][fix] Cap V2 KV cache estimation host tiers - #21023
KvCacheCreator removed explicit offload budgets from estimation configurations. For V2, this discarded host_cache_size and selected an automatic host tier bounded by the device quota, node-wide available memory and memlock limit, but not by the configured host budget.
Change
Preserve the configured V2 host budget during estimation and use it as an upper bound on the automatic host quota before fleet-min synchronization.
Split the cap between target and draft probes. When cache-cost metadata cannot split the budget, retain the target cap and give the draft a zero host cap instead of duplicating the budget.
Keep normal explicit host quotas, V1 estimation host handling and V2 estimation disk handling unchanged. A large explicit budget does not override the existing automatic probe bounds.
Verification
Validation base: 011316470c6263bd953456e7b028c8423f9f4ed7 on main.
The three added regression-test groups report 15 failed, 34 passed before the patch; the same 49 cases pass with the patch.
With the patch, the selected CPU-marked budget-splitting, estimation, integration and compression tests report 304 passed, 188 deselected. The 304 passes include the 49 regression cases, leaving 255 other CPU cases. The host-tier sizing suite reports 12 passed, including the two-worker MPI fleet-min test: 316 selected passes in total.
On one H200 with Llama-3.1-8B-Instruct, TP=1, BF16, a 16 GiB cgroup limit and a 1 GiB configured host budget, the unpatched default launch selected a 17.37 GiB probe host tier and recorded an OOM kill. The patched launch selected 1.00 GiB, with no recorded OOM kill before a separate decoder error.
Pre-commit checks, Python compilation and whitespace checks pass.
The recorded runtime is Python 3.12.3, PyTorch 2.14.0a0+b2c75dd062.nv26.09 with CUDA 13.4, and TensorRT-LLM 1.4.0rc2. Both arms use identical native library bytes from the same prebuilt 1.4.0rc2 artifact; this is not a full native rebuild at the Python validation base.
Remaining limitation
Full serving startup and completion are not verified: both the patched default launch and the unpatched skip-estimation control fail with AttributeError: 'DecoderRunner' object has no attribute 'mapping'. This change does not modify that separate decoder path. It also does not make automatic host sizing cgroup-aware when no explicit host budget is configured.
The test runtime emitted a TorchAO extension import compatibility warning. The selected passing tests do not establish broader extension compatibility.
The change preserves a configured V2 host-cache budget during estimation and caps automatic host-tier sizing before fleet-min synchronization. For separate draft managers, it splits the cap when cache-cost metadata supports a split; otherwise, the target keeps the cap and the draft gets a zero host cap. V1 host-budget handling, V2 disk-budget handling, and normal explicit host quotas remain unchanged.
The reported H200 run selected a 1 GiB host tier with the patch, compared with 17.37 GiB before the patch under a 16 GiB cgroup limit. The patched launch still failed later with AttributeError: 'DecoderRunner' object has no attribute 'mapping'. Full serving startup and completion remain unverified. Automatic host sizing is also not made cgroup-aware when no explicit host budget is set.

QA Engineer Review
Two test files changed. Tests cover V2 host-budget preservation and splitting, unknown cache-cost fallback, quota capping, zero-quota behavior, and synchronization during estimation. The supplied results report all 49 regression cases passing after the patch, 304 selected CPU-marked tests passing, and 12 host-tier sizing tests passing, including a two-worker MPI fleet-min test. Full serving startup was not verified.
No test-list files changed. The new tests are not listed in tests/integration/test_lists/test-db/ or tests/integration/test_lists/qa/. The existing test_kvcm2_integration.py::test_helix_retention_uses_rank_local_ranges entry remains in test-db/l0_b200.yml; it is not one of the new tests. Coverage verdict: needs follow-up, because the end-to-end launch did not complete.
Per-File QA Perspective
tensorrt_llm/_torch/pyexecutor/_util.py: Verify that estimation preserves the V2 host budget, clears V1 host and disk budgets as before, and assigns a zero host cap to the draft when no split is available. Normal explicit quotas should remain unaffected.
tensorrt_llm/_torch/pyexecutor/kv_cache/kv_cache_manager_v2.py: Verify that estimation caps automatic host-tier sizing at the configured nonnegative budget, while non-estimation explicit quotas and connector behavior remain unchanged.
tests/unittest/_torch/executor/kv_cache/test_kv_cache_budget_split.py: Covers budget clearing, V2 target/draft splitting, unchanged input config, and unknown-cost fallback. The new tests are not listed in the CI or manual-QA test lists.
tests/unittest/_torch/executor/kv_cache/test_kvcm2_integration.py: Covers automatic and explicit host-tier quotas, estimation caps, zero-tier omission, and synchronization behavior. The new test is not listed in the CI or manual-QA test lists.
KvCacheCreator discarded host_cache_size during estimation, so V2 probes
used automatic host quotas without the configured upper bound. Preserve
the V2 host budget and cap the automatic probe quota before fleet-min
synchronization, rather than reserving the full explicit host tier.
Split the cap across target and draft probes. If cache costs cannot split
it, retain the target cap and give the draft a zero host cap. Keep normal
explicit quotas and V1 host/V2 disk estimation behavior unchanged.
Add regression coverage for cap propagation, target/draft sharing, zero
and automatic tiers, and device, available-memory and memlock bounds.

V2 KV-cache estimation now retains configured host-cache caps and applies them to automatic host-tier sizing. Manager construction assigns zero host capacity to a separate draft when it cannot split the target’s cap. Tests cover budget preparation, quota selection, and synchronization.
Estimation clears disk budgets and non-V2 host budgets. For V2, it retains the target host cap and assigns zero host capacity to a separate draft when no split config exists. Tests cover manager versions, draft pool settings, and unchanged input configs.
Outside estimation, V2 uses a configured nonnegative host size directly. During estimation, it caps automatic sizing at that size. Tests cover automatic and explicit quotas, zero quota, and synchronization behavior.
NVIDIA/TensorRT-LLM#20967 — The issue describes excessive automatic V2 host-tier sizing. This change caps estimation sizing when a host budget is configured, but does not cover the no-budget case.
Mixed-manager estimation can size the draft host pool differently than before. Clear the V1 draft budget and test that configuration before merging.

The target and draft resolve their manager classes independently. If the target uses V2 and the draft uses V1, the V2-only condition retains host_cache_size, and the split passes a positive host quota to the V1 draft probe. The V1 estimation path uses that value to size its secondary host pool instead of preserving the previous unset-host behavior.
After resolving the draft manager class, clear the draft host budget for V1 estimation. Add a mixed-manager construction test to the budget-split tests.
