Description

Update spack-stack develop / spack-packages spack-stack-dev from release/2.1.

• Hercules pin openssl
• Intel oneAPI flags for FMS

Dependencies

• Waiting on From release/2.1: set Intel Fortran ifort / ifx compiler flags to not aggressively optimize floating exception code checks (#68) spack-packages#71
