Description

Cherry-picked #68 from release/2.1 for spack-stack-dev.

Note that there is an upstream PR spack#5312, and a real bug fix in FMS. If that is merged, then future versions of FMS will not require these additional compiler flags.

Testing

See JCSDA/spack-stack#2062.

Also tested as part of release/2.1,
