* implement cib shadow with shadow= argument
* crm shell automatically commits when crm command exits, so
colocation and ordering rules do not run in one step. As a result
commit= argument was removed and commit command only applies if
shadow= cib is specified
* shadow cib must be created by ansible task before use eg.
'command: crm cib new <name>' and deleted after
