• Drops the ineffective ?t= cache-busting, softens the failure message to a likely cause, and notes that re-running failed jobs reuses the same SHA and won't recover a deduplicated deploy.
• Verified: actionlint and shellcheck clean; local fixture-server simulation passes (present, never-appears, appears-mid-way, stale-index cases).
