On bridge nodes, and any node run with --noutreexo, getrawmempool with verbose set reported a currentpriority of 0 for every transaction. RawMempoolVerbose looked up inputs in the utxo set only when IsUtreexoViewActive was nil and calling it also returned false. The server always sets IsUtreexoViewActive, so the condition was never true and these nodes looked up inputs in poolLeaves instead. poolLeaves has no entries on these nodes, so no inputs were found. Look up inputs in the utxo set when IsUtreexoViewActive is nil or returns false.
