Remove COPYING (GPLv2 text left over from the BSD relicense) - #355

HelFEM is BSD-3-Clause (LICENSE, and the SPDX header on every source file) since e5c8128. COPYING still held the full GPLv2 text, which contradicts that to anyone reading the tree -- and COPYING is the name tooling and packagers look at first. Nothing references it.
