Merge back release-v1.54.0 into main

Post-release merge-back for v1.54.0 — brings the release-prep commit (version bump, CHANGELOG date finalization, AST client_version bumps) and the release-branch-only test fixes back into main.

v1.54.0 is live on PyPI, the private Anaconda channel, and conda-forge (feedstock PR merged).

This is a pure merge-back of already-released, already-reviewed changes — no new public API arguments or thread-safety-relevant changes.
