Summary
Closes #166. Classify changed files in a shared reusable workflow. For Markdown, license, and documentation-image-only changes, preserve every existing matrix check name but skip checkout, database containers, Ruby/dependency setup, Firefox, and tests in those jobs. Empty service images disable database startup. Danger and RuboCop stay unchanged; all 22 database compatibility combinations and their names stay intact.
Use merge-base comparisons for pull requests (including forks), before/after comparisons for pushes, and NUL-delimited filenames with rename detection disabled so deleted or renamed code cannot look docs-only. New branches and unavailable old push revisions explicitly run the full matrix. Invalid PR comparisons fail visibly rather than silently skipping tests. No path-level workflow filtering and no additional permissions or external filtering action.
Validation
actionlintpasses for all three workflows; focused RuboCop passes. Eight classifier specs exercise real temporary Git repositories for docs-only and mixed changes, code-to-doc renames, PR base divergence, history-rewriting pushes, new branches, missing old revisions, and invalid comparisons. Service suppression and check publication still need the hosted workflow run.Authored by Copilot (AI), on behalf of @dblock.
