Overview
This is a Changesets “Version Packages” release PR: it finalizes what is already on main by bumping versions, updating changelogs, and removing the two consumed changeset files (dependencies-GH-2792, nested-popover-variant-inheritance).

@sanity/ui@4.0.7 (from 4.0.6) documents two patch releases: bumping use-effect-event to ^2.0.4, and fixing non-animated Popover / Tooltip cards that inherited motion variants from an animated ancestor and stayed at opacity: 0 (notably MenuGroup submenus under a MenuButton with popover={{ animate: true }}).

@sanity/themer@0.3.9 (from 0.3.8) is a dependency-only patch that pins @sanity/ui@4.0.7.
