The go-gh/v2 v2.16.2 bump raised go.mod to go 1.25.0, but .tool-versions still had Go 1.24.3 and golangci-lint 2.1.6 (built with Go 1.24), causing the lint job to fail. Bump to Go 1.27.2 (latest 1.27) and golangci-lint 2.15.0.
