Description
Adds the Stale Issue Policy for TeachLink Web (
Governance/policies/STALE_ISSUES.md) plus regression tests (Governance/policies/STALE_ISSUES.test.ts).Policy defines: 60 calendar days no-activity threshold (aligned with
Governance/processes/TRIAGE.mdstale sweep, bot comments don't reset the clock), exemptions (security/embargo, priority: high, pinned/milestones/roadmap, assigned with due date), two-step warning (triage: stale label + comment) then 14 calendar days grace period then close with auditable comment, and reopen path (comment/reopen clears stale state and restarts triage, disposition labels removed).Branch: docs/governance-stale-issues-1523 | Commit: docs(governance): add stale issue policy (1523) | Scope: 2 files, Governance/ only, additive (no existing files touched).
