The InstructionHandler trait currently provides some limited utility to customize the behavior and properties of instructions. However, it would become dramatically more useful if it was possible to accept custom instructions. For instance, it would facilitate compilation of PRAGMAs into concrete types while still allowing them to interface with quil-rs functions.
