Ported from infra-aws-open-environment in legacy agnosticd. Creates an IAM admin user via CloudFormation with configurable policy, reports AWS credentials (access key, console URL) to the user, and cleans up the CFN stack and Route53 zones on destroy. For use with the sandbox config in agnosticd-v2. Ref: GPTEINFRA-17461
