[Reconciliation][P2] Replace missing public HyperFrames dependencies in the music-video skill #351

Outcome and problem
The public music-video skill links composition and verification to skills/hyperframes and skills/hyperframes-cli in the Recoup Skills repository, but neither path exists at the audited commit. The similarly named consulting implementation is internal and excluded from the customer package; redirecting a customer workflow there would violate package boundaries.
Scope and ownership
- Owning repository: recoupable/skills.
- Choose a real, pinned public supporting dependency or bundle the required customer-safe composition/verification guidance inside recoup-music-video.
- Keep the workflow's approved recording, timing, review and render requirements intact; distinguish an unavailable optional helper from a completed verification step.
- Check repository-local web references and customer-package dependencies as part of package validation.
Planning is tracked in Mono. Implementation and release PRs belong in the owning repositories under their current branch rules.
Acceptance criteria
- Every composition/verification link in recoup-music-video resolves to an existing path at a recorded commit, or the referenced instructions are bundled in the skill.
- A clean customer package can access all required composition guidance without an internal consulting skill or private project checkout.
- Customer package validation rejects a missing referenced Recoup path and textual dependency on an excluded internal skill.
- The fallback names what the host must provide and which verification could not be completed; it never claims an unrun visual or motion review.
- Five Skills gates, package tests and both package builds pass; a recorded package inspection confirms the selected guidance is present.
Evidence and existing work
Baseline: October 10, 2026 audit of July 10–October 10 merges. Recheck current source and existing tracker comments before implementation. Source findings do not establish authenticated production behavior.
