docs: incorpora o delta da v1.8 ao SPEC.md e fecha a rodada - #117

User Stories 61-75 ("Gráficos de custo × ganho no README"),
Implementation Decision e Seam 4 (teste do gerador de gráficos) em
Testing Decisions, linha na tabela de Histórico de rodadas, Estado
consolidado -> v1.8. Todas as 15 stories são infraestrutura de
documentação do próprio repositório (não mudam o SKILL.md), cobertas
pelo seam de script novo (PR #115) em vez de caso de eval.
