Fechamento v1.7 (#93): confere as 12 stories contra evals/evals.json (5 por caso de eval, incluindo retag #93:10 em reconsult-registers-todo; 7 por stories_nao_verificaveis). Incorpora o delta ao SPEC.md (User Stories 52-60, Implementation Decisions, tabela de rodadas, Estado consolidado -> v1.7). Rodada uso real: os 2 itens de checkpoint que faltavam -- scripts/test_catalog.sh novo (fresh install sem plugins, registro vazio, nao quebra; job catalog-script no CI) e confirmacao de que os 3 comportamentos daquela rodada ja tinham caso de eval (ids 18, 19, 20).
