Update Doxygen to 1.18.0 #296

Is your suggestion to update the conda-forge version and then ours?
@bdice this issue recommends Doxygen 1.15.0 and lists helping conda-forge ship it as the next step. Since conda-forge has since moved directly to 1.17.0/1.18.0 without publishing 1.15.0, should we still align on Ubuntu 26.04’s 1.15.0 and add that version to conda-forge, or adopt one of the newer versions already available there?
Given the challenge of alignment with a system-provided version here, I vote that we pin to latest available on conda-forge (1.18.0).

Currently RAPIDS is pinned to a version of Doxygen that is about 5 years old. We'd like to update it to have better support for C++20 concepts (@vuule).
Ideally we pick a version that is widely available.
I would recommend version 1.15.0, which is the version used by the latest Ubuntu release.However, the version we choose must exist on conda-forge as well. The latest version there is 1.13.2. Recent version updates haven't been merged. https://github.com/conda-forge/doxygen-feedstock/pulls
