build: require py-yaml12 0.2.0 - #457

py-yaml12 0.2.0 wraps long strings when it writes YAML, which 0.1.0 never did. With either version allowed, the generated `_quarto.yml` depended on the installed one: fresh installs and CI folded long values such as the footer, while older environments kept them on one line. Require 0.2.0 so every environment writes the same files.

This PR raises the
py-yaml12floor from 0.1.0 to 0.2.0.Version 0.2.0 wraps long strings at 80 columns when it writes YAML, and 0.1.0 never wrapped. Because great-docs accepted either, the
_quarto.ymlit generates depended on the installed version: fresh installs and CI folded long values such as the site footer, while older development environments kept them on one line. The YAML means the same either way, but local builds and CI no longer produced the same files. Requiring 0.2.0 puts every environment on the same writer.
