Summary\n\n- Add an independent Rail Gap range control to Layout, after Rail Pitch and before Spacing Level.\n- Emit a unitless sm-rail-gap token for Nova Blocks to multiply by its fluid spacing token.\n- Keep the default at 2 so existing sites remain visually unchanged.\n- Add control-contract and ordering tests.\n\nCloses #200 after the companion Nova Blocks integration in pixelgrade/nova-blocks#602 is merged.\n\nVerification\n\n- 228 unit tests passed with 971 assertions on PHP 8.3.30.\n- PHP lint and diff checks passed.\n- Live Studio verification confirmed 1.5 changes only the content-to-sidebar gutter; rail widths and global Spacing Level remain unchanged.
