Ships hotfix #634 as v1.24.1.

tag-release.yml (the reusable rust-tag-release.yaml) only tags PRs whose head is release/<semver>, so merging the hotfix/1.24.1 PR didn't tag anything. This PR carries the version bump that does.

Changes

  • Every workspace crate is bumped to 1.24.1: all 19 crates/*/Cargo.toml files, plus Cargo.lock, where exactly those 19 entries change. cargo-edit isn't installed here, so the bump was made directly, with the same result as cargo set-version 1.24.1.
  • CHANGELOG has a dated 1.24.1 entry from git-cliff, in the same shape as 1.24.0:
    • Fixed: Stop kill reading a negative group id as an option.
    • cliff.toml deliberately skips ci and fix(ci) commits, so the CI change (test every workspace crate) and fix(ci): install Linux build deps for release publish job #629's release build-deps fix aren't listed.
    • The range starts at GitHub's v1.24.0 (26669d0b). The local v1.24.0 tag on this machine is stale and points at an earlier release attempt.

On merge

Merging tags v1.24.1, runs release.yml, and merges main back into develop. Left to you.

Checks

Bump every workspace crate to 1.24.1 and add the 1.24.1 CHANGELOG entry
for the hotfix merged in #634: kill no longer reads a negative group id
as an option, which on Linux could signal every process the user owns.
