Upgrade the frontend-base site to 2.0 #330

Description
The frontend-base site template pins @openedx/frontend-base at ^1.0.0 || 0.0.0-dev, and frontend-base has moved on to 2.0 prereleases, published to the alpha dist-tag. Part of openedx/frontend-base#299.
The bump is in tutormfe/templates/mfe/build/mfe/site/package.json, along with the per-app npm_version defaults in tutormfe/plugin.py, once each app has published a release built against 2.0. The committed package-lock.json next to the template has to be regenerated with them.
It also settles a mismatch that exists today: @openedx/frontend-base-compat already declares a peer dependency on @openedx/frontend-base ^2.0.0-alpha.2, while the site installs 1.x beside it.
