Problem

  • curl() in scripts/utils.mjs retries a failed request. When a retry succeeds, the result keeps the error of the failed attempt: { status: 200, body: { ok: true }, error: Error("Fetch failed: GET <url>: 503 Service Unavailable") }.
  • Every caller stops when error is set, so a retry never helps. curlSafe() throws. With cache: true the process keeps the bad result.
  • The cause: status, statusText, body and error live outside the retry loop (scripts/utils.mjs:829), and the success path (:868) does not clear them.

Fix

  • Clear the four values at the start of each attempt. The result then depends on the last attempt only, as in waitForPort and spawnSsh.
  • This also fixes a stale status after a last attempt with no response. No caller reads status today.
  • Add a retryDelay option (default 1000, as before) so the test does not wait 2 s per retry. downloadWithRetry() in scripts/build/download.ts has a retry parameter for the same reason.
  • Verified: test/internal/utils-curl-retry.test.ts. Without the reset line, 6 of 7 tests fail. The seventh checks that a real failure is still reported. Self-reviewed: 4 concerns raised, 2 addressed, 2 left for a follow-up (see Notes).

Background

  • scripts/utils.mjs holds the helpers of the CI scripts. curl() wraps fetch() for Buildkite, GitHub, and cloud metadata.
  • curl() never throws. It returns { status, statusText, error, body }, and the caller checks error. curlSafe() throws error instead.
  • curl() makes up to retries attempts and waits 1000 * N ms before attempt N.
Notes

History. The retry loop is unchanged since bef50a9 (2024-11), so the bug is as old as curl().

Origin. A review comment on #42949 found this. That PR changes only the order file lookup in scripts/build/ci.ts. Its fetchBuild calls utils.curl(target, { json: true, cache: true }) and returns undefined when error is set, so it skips a build whose JSON needed one retry.

The stale status. When the last attempt got no response, the result kept the status, statusText and body of an earlier response.

Callers. All of them treat a set error as a failure, and none reads status or statusText:

  • scripts/machine.mjs: getGithubUserSshKeys, getGithubOrgSshKeys (both through curlSafe)
  • scripts/utils.mjs: getLastSuccessfulBuild, detectAzure, getCloudMetadata (retries: 10), getAwsSecret, getAzureSecret, the revision lookup against the GitHub API
  • scripts/build/ci.ts: fetchBuild

Each part of the reset is needed. I removed one variable at a time from the reset line and ran the test:

  • without error: 5 tests fail
  • without body: the last-attempt test fails
  • without status or without statusText: the last-attempt test fails

Fail before. The fix is under scripts/, so the proof is a run of the new test against the old scripts/utils.mjs, with the same bun binary:

  • scripts/utils.mjs from main: 7 of 7 fail. Six fail after the real 2 s backoff. The seventh times out, because main has no retryDelay and three attempts wait 2 s + 3 s.
  • this branch without the reset line: 6 of 7 fail.
  • this branch: 7 of 7 pass, with the release build and with the debug ASAN build.

Other suites. test/internal/runner-junit.test.ts, test/internal/build-download-retry.test.ts and test/js/bun/perf/linker-order.test.ts pass. They import scripts/utils.mjs, scripts/build/download.ts and scripts/build/ci.ts.

CurlResult typedef. status and statusText were typed as always set. They are undefined when no attempt gets a response, on main too. The typedef now says so.

Rollout. scripts/machine.mjs bundles scripts/agent.mjs into one file with esbuild when it builds a CI image, and the bundle includes scripts/utils.mjs. The cloud metadata and secret lookups (getAwsSecret, getAzureSecret, getCloudMetadataTag) are called only from agent.mjs, so the agent's token lookup at boot gets this fix when the images are rebuilt, not on merge. The other callers run from the checkout.

Self-review. The review raised four concerns.

  • Addressed: the filename test is gone, because no caller uses that option.
  • Addressed: the rollout note above.
  • Follow-up: removal of the unused filename, arrayBuffer and timeout options. This PR did not make them unused.
  • Follow-up: one concern reached me without its text. It appears to be the cached failure under "Not changed". ci: fix the newest-passed-build lookup for the symbol order file #42949 makes it reachable, because its probe and its fallback can ask for the same build JSON, and a failed probe would then pin the fallback.

Not changed. curl() also caches a result that failed on every attempt. That is the behavior on main, and this PR leaves it.

curl() in scripts/utils.mjs kept status, statusText, body and error
outside its retry loop and never cleared them between attempts. A retry
that succeeded still returned the error of the failed attempt, so every
caller treated the request as failed and curlSafe() threw.

Clear the four values at the start of each attempt. Add a retryDelay

Walkthrough

curl now supports configurable, increasing retry delays and clears response state between attempts. Its result types allow undefined status fields when no response is received. New local-server tests cover retry and curlSafe behavior.

Status

Closed. #43595 fixed this bug on main and removed scripts/utils.mjs, the file this PR changes. The closing comment below has the details.

Reproduction (before #43595). A local server answers the first request with 503 and the second with {"ok":true}. curl(url, { json: true }) from scripts/utils.mjs returned the body of the second request and the error of the first one:

status: 200
body:   { ok: true }
error: Fetch failed: GET http://127.0.0.1:<port>/x: 503 Service Unavailable

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.

LGTM — a two-line fix to a CI-only helper (per-attempt reset of status/statusText/body/error plus a retryDelay knob) with a hermetic test file that pins each of the retry outcomes. The one inline note concerns behavior that predates this PR and is called out as intentionally unchanged in the description.

Extended reasoning...

Overview

The diff touches scripts/utils.mjs (the curl() fetch wrapper used by CI scripts) and adds test/internal/utils-curl-retry.test.ts. The functional change is a single statement at the top of the retry loop that clears the four result variables so the returned CurlResult reflects only the final attempt, plus a retryDelay option (default 1000 ms, preserving the prior 1000 * (i + 1) backoff) and JSDoc updates marking status/statusText as possibly undefined. I read the full curl() body after the change: every continue/break path sets the variables consistently, the break on ok leaves error undefined, and the cache write at the end now stores the last attempt's state. No production runtime code (src/) is affected.

Security risks

None. The script runs only inside CI tooling; the change does not alter the Authorization header handling, URL handling, or any input parsing. retryDelay is a caller-supplied number used only in setTimeout, and no caller other than the test passes it.

Level of scrutiny

Low. The fix is small, its intent is obvious, and the semantics are the same "last attempt wins" model already used by neighboring helpers. The test file is hermetic (local node:net server on port 0, retryDelay: 0 to avoid sleeps, tempDir from harness, await using disposal), imports at module scope, and asserts whole result objects with toEqual. Neither scripts/ nor test/internal/ has a CODEOWNERS entry. A new test file is reasonable here since the only existing test/internal importer of utils.mjs (runner-junit.test.ts) covers an unrelated helper.

Other factors

The single confirmed finding (results that failed on every attempt are still cached) is present identically on the base commit and the PR description explicitly scopes it out; it does not make this change worse and is a reasonable follow-up rather than a blocker. The ruled-out candidates (serial vs concurrent tests, retryDelay: 0 removing backoff, status now undefined after a no-response last attempt) were each examined: the tests are short in-process fetches, no caller passes retryDelay, and no caller reads status on a failed result. I was not able to execute the test in this environment, so the pass/fail claims in the description remain the author's, but the logic and the assertions are straightforward enough to verify by reading.

One verified lower-impact observation (a convention, logging or cleanup point) was not posted.

Additional findings (outside the current diff — GitHub can't attach inline comments there):

  • 🟣 scripts/utils.mjs — CI scripts that call curl with cache: true still cache a result whose every attempt failed, so a transient Buildkite or GitHub outage during the first lookup is pinned for the rest of the process. The reset at scripts/utils.mjs:842 makes the cached entry correct for a retried success, but the write at scripts/utils.mjs:887 is unconditional and stores { error } too; a later call for the same cache key at scripts/utils.mjs:818 returns the stale failure without a network attempt. Fix: only populate cachedResults when error is undefined (or evict on read when the cached entry has error) so a failed lookup can be retried by a later caller; getLastSuccessfulBuild (utils.mjs:1196) and ci.ts fetchBuild (ci.ts:818) are the affected sites.

    Extended reasoning...

I opened the base at b8eacea:scripts/utils.mjs and confirmed the cache write is identical there, so this is pre-existing as the finders said. What changed is that the PR's stated purpose is to make the cached result trustworthy, and the description says it deliberately leaves the failure-caching alone. The remaining population: any caller that resolves the same GET href twice in one process. getLastSuccessfulBuild recurses over prev_branch_build with cache: true at utils.mjs:1196 and ci.ts:818 fetchBuild is guarded by a seen set, so today no second call hits a cached failure; the entry is dormant. If a future caller (or a script that loops over the same build URL waiting for state to change) reuses the key, it observes the first outage forever. Trigger: three attempts fail (about 5 s of 503s) on the first lookup with cache: true; the failure is stored at line 887; every later curl for that key returns it at line 818. Remedy: gate the cache write on !error.

Verification: pre-existing (nit-sized) — acknowledged in diff: the PR description says "curl() also caches a result that failed on every attempt. That is the behavior on main, and this PR leaves it", and that claim is accurate. Trigger: the same GET href is requested twice with cache: true in one process after every retry of the first request failed. Mechanism verified in… | pre-existing (nit-sized).…

On the cache finding in the review above (a result that failed on every attempt stays in cachedResults):

  • The finding is correct, and main has the same behavior. The write after the loop stores a failed result too. This PR does not change that, and the PR body lists it under "Not changed".
  • On main, no caller reads such an entry. getLastSuccessfulBuild runs once per process (.buildkite/ci.mjs). inheritOrderFile also runs once per process (scripts/build.ts), and its fetchBuild asks for each URL one time.
  • "Store the result only when error is undefined" is not the right rule for fetchBuild. It probes build numbers, and a 404 for a number is a permanent answer that is worth a cache entry. A better rule keeps a success and a 400, 404 or 422 (the statuses on which curl() already stops), and drops the other failures.
  • That rule is a decision about the cache, and it is not part of this defect. So it stays out of this PR. I can send it as a separate PR if a maintainer wants it.

No caller of curl() passes `filename`, so the case covered a path that
nothing uses. The file now has 7 tests. Without the reset line in
curl(), 6 of them fail. The seventh checks that a request that fails on
every attempt still reports the failure.

LGTM — a small, self-contained fix to the CI helper's retry loop, with hermetic tests that pin the recovered-request, cached, last-attempt-failure, and all-attempts-fail cases.

What was reviewed:

  • Traced curl() in scripts/utils.mjs: the per-attempt reset at the top of the loop covers every path that previously leaked state (fetch throw, body parse throw, non-ok status), and the 400/404/422 early break and the cache write still see the last attempt's values.
  • retryDelay defaults to 1000 via ??, so production back-off is unchanged; only tests pass 0.
  • The fake node:net server listens on port 0, once(server, "listening") rejects on listen error, and cleanup runs via await using before assertions; test/internal/ already hosts tests importing scripts/utils.mjs.
Extended reasoning...

Overview

The PR touches two files: scripts/utils.mjs (the CI-script HTTP helper curl(), not runtime code that ships in the binary) and a new test test/internal/utils-curl-retry.test.ts. The production change is three lines: a retryDelay option defaulting to 1000 ms (the previous hard-coded value), and a single line that resets status, statusText, body, and error at the start of every retry iteration so the returned (and cached) result reflects only the final attempt. The JSDoc for CurlResult is updated to say status/statusText can be undefined, which was already true on main when no attempt got a response. Since the prior review, one commit removed the filename download test case; the remaining seven tests still cover the bug.

Security risks

None identified. The code is a CI helper, not user-reachable runtime code. The GitHub token injection path is untouched. The test uses a local loopback node:net server on port 0 and never contacts the network.

Level of scrutiny

Low-to-moderate. I read the full curl() body after the change and confirmed every exit from an iteration (fetch rejection, body parse rejection, non-ok status with continue or break, ok status with break) now either sets the relevant fields in that iteration or leaves them at undefined, so no stale value can survive to the return or cache write. The retryDelay default uses ??, so only an explicit value changes timing; production callers pass none. retries still uses || 3, matching prior behavior. The test's fake server scripts one outcome per request and asserts exact whole-object results with toEqual, request counts, and exact error messages, so each assertion can fail; the PR description's claim that removing the reset line fails most tests is consistent with what the assertions check.

Other factors

No CODEOWNERS entry covers scripts/ or test/internal/. test/internal/ already contains runner-junit.test.ts importing scripts/utils.mjs, so the file placement follows precedent. Failure events in the test are wired: once(server, "listening") rejects on a listen error, and fetch against a destroyed socket rejects rather than hanging. The only remaining behavior the PR leaves unchanged (caching a fully-failed result) is called out explicitly in the description and matches main. I was unable to execute the test in this environment, so the pass/fail claims rest on reading rather than a run.

Closing: #43595 (cf71211) covers this.

  • It removed scripts/utils.mjs, the file this PR changes. Its commit message lists this bug among the fixes: "curl() kept the error of a failed attempt after a later attempt succeeded".
  • The retry loop is now request() in scripts/agent.ts:100. It returns no error when a later attempt succeeds, and it clears status when an attempt gets no response.
  • I ran the cases from this PR against request() and getJson() on main at bf42a52. A 503, a dropped connection, and a body that does not parse, each followed by a 200, all return the body with no error.
  • Neither function caches a result, so the cached failure discussed above no longer applies.
