bug: Download should fail rather than attempt to launch download when file doesn't exist #3

When clicking download link, and running on local network without https, an error occurs: The file at '' was loaded over an insecure connection. This file should be served over HTTPS.

This appears to be a mixed-content error; however it doesn't seem as if we are serving anything with https:/ so the source is unclear.
