Problem

A change to a declaration in the App took about 12 minutes in the build job. Three costs did not depend on the App: the CLI tests shared the runner with the App build, the package cache was 1467 MB, and each version change started a cold build.

Change

• The checks job runs the CLI tests. The build job still restores the CLI cache to stage the CLI binary.
• Main removes the repository clones and the unused Sentry frameworks before it saves the package cache. The entry is 310 MB.
• The App cache key does not use App/Config/Version.xcconfig.

The first main run after this change has a cold App build, because the key changes.

Verification

Trial PR #1024 ran these changes on the hosted runner, with the package and CLI caches saved from the pull request:

A local version change compiled no file and took 8 s. A hosted sample of this waits for main to save the new entry.
