feat(plugins): add default follow option for panel floating layer, override per panel

Summary

Add a follow option to plugin panels floating layer, makes plugin panels follows the shell's floating panel layer.
Override per-panel is still possible.

Motivation

Wanting the plugins panel to be in overlay layer need to individually configure it for each panel.
