notify-policy-sync.yml starts two workflows in mlcommons/endpoints-automations for each PR merged into main: the docs sync (endpoints-submission-docs) and the infra sync (spec issues in the CLI, lifecycle manager and API repos). It reads the app secrets from the AI workflow environment. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Inaccessible downstream workflows prevented verification of dispatch contracts and production effects, while production dry runs and app-access approval remain outstanding.

What changed in this PR
Adds a workflow that starts downstream policy synchronization when a PR merges into main, without checking out or running PR code.
Changes:
- Creates a short-lived app token scoped to Actions write access in
mlcommons/endpoints-automations. - Dispatches the docs sync with the source repository, PR number, and merge commit SHA.
- Independently dispatches the production infra sync for merges in
mlcommons/endpoints_policies, even if the docs dispatch fails.

Adds
.github/workflows/notify-policy-sync.yml. For every PR merged intomain, it starts two workflows in mlcommons/endpoints-automations:What runs here. A single short job on
pull_request_target. It checks out no PR code and runs no PR code. It creates a token that can only start workflows in endpoints-automations, then starts the two syncs. The syncs decide what's relevant; a PR that changes no rules file stops before any model call.Secrets. The app's secrets are in this repo's
AI workflowenvironment, which is limited tomainwith no required reviewers. Only workflows onmaincan read them, and merges start the syncs right away.Tested. The same file runs in the sandbox policies repo; merging a test PR there started the docs sync, which stopped as expected.
Draft until:
Merging this PR starts both syncs for this PR itself. Neither does anything, because no rules file changes.
