[v11] C# Health Check showing toast for recommendations even if requirements needs attention

Describe the issue

If C# Health Check reports that some requirements need attention, or fail, when it's done with all of its checks/processing, it is still toasting that there are recommendations. When you open the recommendations tabs, they are not available because requirements have not been met yet.

Collect logs

Will update with logs. Update: Logs too large

Steps to reproduce

1. Open a project that may not be setup correctly
2. Let it restore packages, project config, etc.
3. Observe toast for security/project recommendations

Expected behavior

If the requirements are not met, I wouldn't expect a toast that there are recommendations (that are also currently unavailable).
