Regenerates
lib/include/public/Version.hppto the next date-derived release version 3.10.240.1 (3.<(year-2020)+4>.<dayOfYear>.1), produced bytools/gen-version.cmd.Only the generated version header changes:
Standard release-prep PR (same shape as #1489). After this merges to
main, publish thev3.10.240.1tag as a non-draft, non-prerelease GitHub Release. That release event triggers the automatedcpp-client-telemetryvcpkg port bump workflow.
