A failed distribution admission can lose an acquire acknowledgement or retain an original busy refusal. The shared Operations gate records that original attempt and settles only an exact authenticated admission-abort proof, atomically retaining a typed receipt and clearing only its original fence. Original refusals and exact pre-effect rollback evidence can settle even after a newer fence was acquired, preserving the newer hold. Unknown legacy attempts, generic release evidence, and active work refuse settlement.

Validation: 143 tests pass against the exact wheel installed in an isolated owned consumer; all six package payload files match committed source and installation. Covers restart/lost acknowledgement, immutable refusal/proof/receipt, active and pending work, legacy unknown, pre-effect rollback, and first settlement or retry with a newer hold. Independent Foundation source and SQLite failure-injection controls also pass. Only libraries/operations changes; no deployment or live admission was performed.
