fix: stabilize CI routing and managed Dataverse writes

Summary

Improves skill routing and keeps Dataverse writes on supported managed surfaces.

Changes

• adds WhoAmI and injected CI credentials to the dv-connect discovery surface
• promotes non-interactive auth reuse and append-only .gitignore updates to first-screen safety rules
• removes raw HTTP as an advertised association path from dv-data
• makes account/contact lookup association explicit through the Dataverse CLI or SDK parentcustomerid_account@odata.bind update
• documents that the current SDK maps "money" to Decimal metadata and adds a managed CLI recipe for true currency columns
• bumps the plugin version to 1.15.1 across all manifests and telemetry context
