Ubuntu 22.04 ships with an older `meson` version which does not recognise that dl is provided by libc; this breaks the build. On newer Ubuntu versions, meson recognises that glibc has bundled them together since 2.34. Ubuntu 22.04 has a monolithic glibc but `meson` does not recognise that. This appears to be the fix for compatibility.
