Problem
Temporary control for the total-CI benchmark in #15303. This branch retains native API sharding and the existing multi-user A/B behavior, allowing comparison against the forthcoming multi-user improvement with identical application source.
This draft is benchmark-only and will be closed without merging. All applicable workflows and test coverage remain enabled. Timing includes dispatch, queueing, image builds, cluster setup, tests, and teardown through the last workload job. Source merge identities and full-workflow results will be recorded in #15303.
