release: jamjet-runtime-java 0.4.0 (Java Agent builder + Spring starter to Maven Central)

Bumps the reactor 0.3.1 -> 0.4.0 so the new jamjet-agent + jamjet-agent-spring-boot-starter modules ship to Maven Central. Tagging v0.4.0 after merge triggers the release workflow (mvn -P release deploy).
