Bumps the reactor 0.3.1 -> 0.4.0 so the new jamjet-agent + jamjet-agent-spring-boot-starter modules ship to Maven Central. Tagging v0.4.0 after merge triggers the release workflow (mvn -P release deploy).

Publishes the first-class Java authoring surface to Maven Central: the dev.jamjet.agent.Agent builder, the @tool annotation, the durable java_tool worker, and the jamjet-agent-spring-boot-starter. The prior release 0.3.1 predates these modules.
