docs: Automatic linking to C docs

Merge igraph/igraph.r2cdocs#8
then merge this!

• no longer using the ctags link
• based on aliases of a manual pages, i.e. which functions are documented there, find which "impl" functions it directly and indirectly calls (using treesitter), and add the links.
