… floors Drop the vendored src/cme/chp (pre-spec; hardcoded foundation floor 70) for the published package. The preliminary session scores a builder heuristic (capped at 92) before any agent runs, so under the 100 floor for capital_allocation and board_decision it now REFRAMEs. The hardening gate already assesses the produced artifact out of 100 and refuses sub-floor sessions, so the report now carries that authoritative status, score, verdict and packet. Tests rewritten to match: a confirmer-locked session reports LOCKED; the two-step flow runs with the human-lock flag off; the builder-alone capital flow asserts REFRAME with no packet. 41/41 in a clean venv on PyPI 0.1.1.
