Update to handle new probability skymaps for internal alert follow-ups (original class still exists but under a new name, with option to do this conversion for reproducibility).

Other smaller fixes/additions:

• GW: no need to wait for new events if loading archival GWs, fix to use analysis start time rather than event time to correctly find files, fix typo in example, new schema version
• Alerts: option to print nearby events (within +/- 5 deg of skymap) to screen if desired
• General FRA class: query rates in two parts for long follow-ups (>45 days), to avoid timeout issues
