Resolves #511
The approach was to create a new packages/design-system/ dir in the HydroServer repo. This contains tokens, fonts, etc. in plain CSS. I added a script that generates equivalent Vuetify tokens for the Vue apps to use. The Django forms use the css tokens directly. This should make it so changing a value in the design system changes the color, font, etc. for all HydroServer apps.
I applied the design system to all pages in the data management app and all Django authentication pages.
