Add Python 3.15: https://www.python.org/downloads/release/python-3152/
and drop Python 3.12

Claude verified that just one patch from Python 3.14 is needed and this is the musl linux patch. The other one is already included in Python 3.15

Since Python 3.15 needs wider testing anyways, should we fold that tail-call improvement using clang into the Python 3.15 update? 🤔

See #380 (comment).

- Add zstd-dev so the compression.zstd module is built
- Add util-linux-dev so the _uuid C module is built
- Remove libnsl-dev and libtirpc-dev, only needed for the nis module removed in Python 3.13
- Also remove idlelib/idle_test with the other test folders

Discussed with @sairon @edenhaus, let's merge Python 3.15 and do a release with GCC first. In a second step then rebase the tail-call improvement for Python 3.15 and do another release. This allows regression testing. The goal is still to use that tail-call interpreter of Python 3.15 from the start, the intermediate release is only meant for regression testing.
