Some of the flags would make sense to keep in a config file instead, i.e. webhooks and targets.
This would allow targets to be made more flexible (i.e. specify location per target rather than global) and also allow changing the config more easily and securely.
- Create a config file structure definition (JSON? proto?)
- Read values from config file rather than flags
